Official description of the call

First. - Beneficiary entities. Any of the following may acquire the status of beneficiary entities: a. Legal entities under private law with their own legal personality. Non-profit entities will not be eligible for aid, with the exception of social economy entities, as indicated in section b). b. The social economy entities defined in article 5 of Law 5/2011, of March 29, on the Social Economy. These entities may not be part of the public sector and must be incorporated in the corresponding registry that is applicable to them according to their legal form and their scope of economic activity, whether state or regional. c. The groups of the above provided that they are participated by at least one SME, start-up or social economy entity that meets the requirements of section b), without the need for said groups to have their own legal personality different from the entities that compose them. The legal entities that are members of the group will also be considered beneficiaries, and must comply with the provisions contained in article 11.3 of Law 38/2003, of November 17, General Subsidies. Second.- Object. The purpose of this call is to support projects that contribute substantially to improving the sustainability and circularity of industrial and business processes in the plastics sector, improving the competitiveness and innovation of the industrial fabric within the framework of a circular economy, in accordance with the provisions of Order TED/167/2024, of February 20, which approves the regulatory bases for the granting of subsidies, under a competitive competition regime, from the Biodiversity Foundation, F.S.P., for the promotion of the circular economy in the textile, fashion and plastic sectors within the framework of the Recovery, Transformation and Resilience Plan. The aid financed under this call for the year 2024 is framed in line of action 1: "Actions on key sectors of the Spanish economy" of the PERTE EC and in investment C12.I5 "Subsidy regime in support of the circular economy" of Component 12 "Industrial Policy of Spain 2030", of the second phase of the Recovery, Transformation and Resilience Plan of the Government of Spain, in accordance with the Addendum approved by the European Commission, dated October 2, 2023, and in accordance with the regulations governing the Recovery and Resilience Mechanism. Included in this call are plastic products, their elements, components and intermediate products with a minimum content of 50% of plastic polymers, as well as their pre-consumer and post-consumer waste. Excluded from this call are rubber products and waste, as well as projects whose actions may be subsidized through the call for the granting of subsidies, on a competitive basis, for the promotion of the circular economy in the textile, fashion and clothing and footwear sector, within the framework of the Recovery, Transformation and Resilience Plan, for the year 2024, the extract of which has been published in the BOE dated April 9, 2024. Third.- Regulatory bases. Order TED/167/2024, of February 20, approving the regulatory bases for the granting of subsidies, on a competitive basis, from the Biodiversity Foundation, F.S.P., to promote the circular economy in the textile, fashion and plastic sectors within the framework of the Recovery, Transformation and Resilience Plan. Fourth.- Endowment. The maximum overall allocation of the call is up to €97,500,000. The minimum amount of aid granted per project and entity will be €100,000 and the maximum will be €10,000,000. In the case of feasibility studies and digitalization projects, the maximum aid per project will be €5,000,000. None of the beneficiary entities may receive more than €10,000,000 per call, regardless of the number of projects executed in each of them. For projects presented by a group, the minimum amount to be received by each of the entities that form it must be, at least, €100,000 in aid. Fifth.- Application submission deadline. The submission period will be three months from the day following publication.
