Official description of the call
First. Application regulations and concession regime: The granting of the FECYT aid provided for in this call will be governed by the provisions of the regulatory bases, approved by Order CIN/1286/2022, of December 17, by the provisions of this call, Law 50/2002, of December 26, on Foundations and the Statutes of the FECYT, Law 38/2003, of November 17, General Subsidies, and its Regulations, approved by Royal Decree 887/2006, of July 21. Additionally, Law 19/2013, of November 9, on transparency, access to public information and good governance and Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, will apply. Second. Purpose: Regulate the procedure for granting aid by the FECYT for carrying out activities to promote the culture of public innovation that are developed through the following categories of projects: a) Public innovation projects in the process of formulating public policies aimed at obtaining new evidence that serves to improve their design. b) Projects aimed at increasing the culture of innovation in public administrations through programs and activities for the transfer of knowledge and scientific advice between the scientific community and public administrations. Third. Applicants and beneficiaries: The entities indicated in article 4 of the Call with their own legal personality may be applicants and beneficiaries of the aid, provided that they are validly incorporated and have tax residence or permanent establishment in Spain. Room. Budget of the call: The maximum global amount that will be estimated to be allocated for the granting of the aid provided for in this call is 2,000,000 euros, charged to the 2024 budget of the FECYT Innovation Culture Program. Fifth. Maximum budget allocation: Aid will be granted up to a maximum amount of ninety percent of the total cost of the actions that are the subject of the application submitted, with a limit of 100,000 euros per application submitted, in category a) of projects, and 25,000 euros per application submitted, in category b) of projects. Sixth. Deadline: The deadline for submitting aid applications will begin on July 15, 2024 and will end on September 30, 2024, at 1:00 p.m. (Spanish peninsular time). Once the request has been made final by the person responsible for the action, the documents must be electronically signed by the legal representative of the requesting entity. The electronic signature of the form and the rest of the documentation may be carried out throughout the application submission period and applications will only be deemed duly submitted when they have been signed electronically by the legal representative of the requesting entity before the end of said period. Any application not signed electronically by the legal representative at the time of the closing of the application submission period will be understood as not submitted. Seventh. Resolution body: The Governing Board of the FECYT, by delegation of the Board of Trustees dated June 6, 2024, prior authorization from the Secretary of State for Science, Innovation and Universities of the Ministry of Science, Innovation and Universities, in accordance with the provisions of the sixteenth additional provision of Law 38/2003, of November 17.
