Official description of the call
First. BENEFICIARIES: Any Association of Consumers and Users of the municipality of Almería that does not incur any of the prohibitions established in article 13.2 of the LGS will be considered as a beneficiary, provided that they have the structure and means necessary to carry out the development and defense activities of consumers and users within the framework of municipal action in matters of consumption. Second. OBJECT AND PURPOSE The regulations contained in this call constitute the framework of action and legal regime applicable to the granting of public aid to Consumer and User Associations that carry out their activity aimed at the development and defense of consumers and users within the framework of municipal action in matters of consumption. The management of subsidies will comply with the principles of publicity, transparency, competition, objectivity, equality, non-discrimination, effectiveness and efficiency. The aid will be granted in the form of subsidies and under a competitive competition regime, subjecting them to the Regulatory Bases, to the provisions of Law 39/2015 of October 1, of the Common Administrative Procedure of Public Administrations (LPACAP), to Law 38/2003 of November 17, General of Subsidies (LGS), and RD 887/2006, of 21 Julio, which develops the Regulations of the General Law of Subsidies (RLGS), in addition to any other regulations that may be applicable. Subsidies may be compatible with any other subsidy, aid, income or resource for the same purpose, provided that the amount of the subsidy in no case exceeds, alone or in conjunction with other subsidies, aid, income or resources, the cost of the activity. In the event that the Entity receives another subsidy, aid, income or resources that finance the subsidized activity, it must notify the granting body as soon as it is known and in any case, prior to the justification of the application given to the funds received to, where appropriate, reduce the amount of the subsidy in proportion to the income received. Those associations that obtain a subsidy from the Almería City Council for the same project for which the subsidy object of the call is requested will not be beneficiaries of the subsidy. Third. REGULATORY BASES The Bases are published in the Official Gazette of the Province of Almería on October 13, 2022. Room. AMOUNT The amount intended to cover these subsidies amounts to a total amount of €4,000.00 (FOUR THOUSAND EUROS) from the current 2024 Municipal Budget charged to the following budget application: A800 493.01 489.00 “SUBSIDIES TO CONSUMERS AND USERS ASSOCIATIONS” from the current general budget of the Almería City Council. 2,024. Fifth. DISSEMINATION MEASURES Consumer and User Associations must adopt measures to disseminate the public nature of the financing of the project and, where appropriate, a copy of the material used for this (posters, brochures, commemorative plaques, printed materials, electronic or audiovisual media, or mentions made in the media) that includes an institutional image of the granting entity, as well as a legend relating to public financing. Sixth. DEADLINE FOR SUBMISSION OF APPLICATIONS Applications to participate in this procedure must be submitted within a period of ten (10) business days from the day following the publication in the Official Gazette of the Province of Almería of the extract of the call sent by the National Subsidies Database. Information about this publication will be provided on the Almería City Council Internet Portal (www.almeriaciudad.es). In the announcement that is published, in order to facilitate its knowledge, the first and last day of the aforementioned period will be indicated, in accordance with the established calculation.
