Call for competitive bidding in 2024 for subsidies intended for the building rehabilitation of the old town and painting and decoration of facades in the urban area, which have already been executed

Official description of the call

1. Beneficiaries Subjects who meet the conditions of article 13 of Law 38/2003, General Subsidies and carry out the purpose of the subsidy may be beneficiaries of the subsidies. 2. Object The object of this call is the regulation, under a competitive competition regime regulated in article 16.2 of Legislative Decree 2/2023, of May 3, of the Government of Aragon, which approves the consolidated text of the Aragon Subsidies Law, of the granting of subsidies for the building rehabilitation of the Old Town and the painting and decoration of facades in the urban area, specifically: a) Building rehabilitation, consisting of carrying out conservation and maintenance, restoration, consolidation and repair, conditioning, restructuring or exterior works not included in letter b) below, both of the common or exclusive elements of the existing buildings intended for majority residential use, as well as the facilities, equipment and services linked to them. These may be major or minor works. b) Those of decorum and painting of facades, consisting of the painting of facades, including eaves, downspouts, carpentry, fittings, blinds, caulking and scraping of walls, as well as placement of scaffolding. Actions on buildings that are out of order are excluded from the subsidy, unless they are admissible actions according to that classification, due to the reduced impact of that regime on the building, and they are small repairs that ornamentation requires. Also excluded, in a reasoned and justified manner by the municipal Technical Services, are actions related to buildings that are declared in a state of ruin, or a poor state of conservation that requires greater actions to guarantee the basic conditions of safety, stability, watertightness, and health, which allow the habitability and proper use of the property to be sufficiently guaranteed, when these actions are not contemplated in the action. Also excluded are those buildings included in zones or areas that require a development planning figure, as long as this is not approved, unless it is permitted by the applicable planning. In any case, the execution of the action, including the adequate and effective payment of eligible expenses, must have been completed on the date of submission of the application; and execution has begun on the day following the end of the application submission period corresponding to the call for the 2022 annuity. 3.- Eligible expenses Expenses directly linked to the purpose of the subsidy may be the subject of a municipal subsidy, that is, the costs of the works and installations mentioned, in the areas of building rehabilitation and painting/decoration of facades, until the moment of submission of the applications within the deadline conferred in the call. Expenses other than those indicated will not be included, nor will taxes or other comparable costs. The actions carried out will be valued according to reasonable and justified market price costs, and the inclusion of those that are not eligible as eligible expenses may be rejected or disallowed for reasons. In no case may the acquisition cost of eligible expenses be higher than the market value. 4.- Amount of the subsidy The subsidies may reach, at most, the following amounts: - Those for rehabilitation of buildings: up to €8,000 maximum per beneficiary and action. The minimum protectable budget per action will be 500 euros, VAT excluded. Expenses made in more than 80% of the protected budget will not be subsidized. - Those for painting/decorating facades: up to €4,000 maximum per beneficiary and action, provided that it does not exceed 60% of its effective and final cost, VAT excluded, nor €12.00/m2; In all cases, the lower of the two quantities resulting from the indicated percentage and unit limits will be applied. Expenses incurred in more than 80% of this will not be subsidized. Subsidies may be granted up to the total amount of the budget applications indicated in point 2.
