The SETMS, by which it is agreed to begin the procedure for granting compensation for maritime and air transport of goods, with origin or destination in Ceuta, carried out in the year 2023

Official description of the call

First. Beneficiaries: The following individuals or legal entities will be beneficiaries of the compensation: a) In the case of products originating or processed in Ceuta transported to the rest of Spain or exported to countries that are members of the European Economic Area, the sender or dispatcher of the goods. b) In the case of "inputs" (raw materials or intermediate products), which are not manufactured in Ceuta, sent from the rest of Spain or the European Economic Area to Ceuta, the recipients or consignees of the goods will be beneficiaries. c) In the case of the return of stocks, dangerous goods and waste, the sender or dispatcher. Second. Purpose: Compensation aimed at reducing the effective cost of transporting certain goods by sea and air between the city of Ceuta and the peninsula, as well as that carried out between both autonomous cities, and between this and other territories of the Member States of the European Union and other signatory States of the Agreement on the European Economic Area, carried out throughout the year 2023. Third. Regulatory bases: Royal Decree 332/2023, of May 3, which regulates compensation for maritime and air transport of goods originating or destined for Ceuta and Melilla, published in BOE no. 118, of May 18, 2023. Likewise, Regulations (EU) 2023/2831 and 2023/2832 of the Commission of December 13, 2023, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid, will be mandatory. Room. Budget allocation: This aid will be financed from the credit entered in the budget application 17.20.441P.478.04 of the Expenditure Budget of the Secretary of State for Transport and Sustainable Mobility provided for in the General State Budget Law for the year 2023 extended to the year 2024. The individual amount in the transport of goods could allow reaching up to 50 percent of the eligible costs and the respective standard freight of all applications submitted, taking into account the averages of said costs that will be determined by the Government Delegation itself. In other cases, when the budget appropriations do not allow the maximum percentage to be reached, the amount of the bonuses will be reduced proportionally to adjust them to budget availability. Fifth. Deadline for submitting applications: One month from the day following the publication of this extract in the BOE. Sixth. Applications: The applications to obtain aid will conform to the model and content specified in the call and will be available to be completed and presented at the electronic headquarters of the Ministry of Territorial Policy and Democratic Memory (https://sede.administracionespublicas.gob.es), in the route Procedures >>Subsidies>>Transport aid Ceuta
