Official description of the call

First. Beneficiary entities. All entities that develop R&D&I activities in Biomedicine or Health Sciences and Technologies may be beneficiaries of this action, in accordance with the requirements established in the Basic Order, in accordance with one of the following types of centers: 1. Health research institutes accredited by ministerial order (IIS). 2. Public health entities and institutions with clinical care activity: hospitals, primary care centers, other health care centers other than the above with a health activity license issued by the competent authority. 3. Public health entities and institutions without a health activity license, but with demonstrable R&D&I activity in the area of ​​Public Health knowledge. 4. Private health entities and institutions, with a health activity license, linked or contracted to the SNS, that comply with the conditions set out in Law 14/1986, of April 25, General Health, Title III, article 67, which regulates the link to the public network of private sector hospitals. 5. The OPI defined in article 47 of Law 14/2011, of June 1, in accordance with the provisions of Royal Decree 202/2021, of March 30, which reorganizes certain public research organizations of the General State Administration and modifies Royal Decree 1730/2007, of December 21, which creates the State Agency Higher Research Council Scientific and its Statute is approved, and Royal Decree 404/2020, of February 25, which develops the basic organic structure of the Ministry of Science and Innovation. 6. Public universities and private universities with demonstrated capacity and activity in R&D, in accordance with the provisions of the current Organic Law 6/2001, of December 21, on Universities. 7. Other public R&D centers, research and dissemination of knowledge and research infrastructures, with their own legal personality, different from OPI, linked to or dependent on the General Administration of the State or the rest of the public Administrations and their organizations, whatever their legal form, provided that in their Statutes, in the regulations that regulate them, or in their corporate purpose, they have defined among their activities R&D&I in Biomedicine or Health Sciences and Technologies. 8. Public and private non-profit entities that carry out and/or manage R&D activities, generate scientific or technological knowledge or facilitate its application and transfer. 9. Public consortia and state public consortia with activity in R&D&I in Biomedicine or Health Sciences and Technologies. 10. Other units of the Health Administration. Second. Object. The purpose of the action contemplated in this call is to approve the call for granting grants to promote research in rare and neuromuscular diseases with special emphasis on Amyotrophic Lateral Sclerosis (hereinafter, ALS), through the financing of projects that make possible the development and implementation in the SNS of clinical-care actions that, under the global concept of Personalized Precision Medicine, and in coordination with the IMPaCT infrastructure, allow improving prevention, diagnosis, treatment and, ultimately, care for these patients and their families. Projects of proven quality aimed at solving unmet needs identified through very close collaboration with sick people, their representatives and families, the validation in daily clinical practice of technologies, biomarkers, and Personalized Precision Medicine procedures, as well as those aimed at the design of this type of mechanisms and their subsequent validation in the healthcare field, all within the field of rare and neuromuscular diseases with special emphasis on ALS, will be eligible for funding. For these purposes, they are considered the set of R&D&I developments that, under specific conditions of use, are capable of guiding clinical decision-making in relation to the prevention, diagnosis, treatment or rehabilitation of people, thereby obtaining a health result significantly different from that which could be obtained without its use.
