Official description of the call
Article 1.- Purpose The Portugalete City Council calls for subsidies for private non-profit entities that carry out their activity in Portugalete, to carry out activities for the promotion and strengthening of volunteering and associative participation in the field of social intervention in Portugalete. The eligible lines are the following: a) Subsidies to projects for the promotion of volunteering, understood as those aimed at recruiting, raising awareness, disseminating, building loyalty and training of volunteering and strengthening the organizational structure of the associations. b) Subsidies for carrying out Learning and Service projects in Portugalete. These projects must specifically include the learning and service aspects of the initiative. It will be necessary to include a description of how the active participation of the participants occurs throughout the entire project: in the detection of needs, the design of the project, its implementation and the final evaluation. Article 2.- Beneficiary Entities Private entities that meet the following requirements may be beneficiaries and therefore may apply for this financial aid: • Not for profit. • Have a registered office or branch in Portugalete or an active presence in Portugalete. Active presence is understood to mean continued work and the carrying out of projects or volunteer activities in Portugalete prior to the call for these grants. • Carry out volunteer promotion activities in Portugalete for which they request the subsidy. • Meet, in addition to the requirements indicated in article 13 of Law 38/2003, of November 17, General Subsidies, the following: • Be up to date with compliance with your tax or Social Security obligations and for reimbursement of subsidies with the Portugalete City Council. Article 3.- Regulatory bases The bases that regulate this call are those of the Grant of Aid for the Promotion of Volunteering in Portugalete, approved by the Plenary Session of the City Council of Portugalete, in an ordinary session held on June 28, 2018. Published in the Official Gazette of Bizkaia No. 147 of August 1, 2018. Article 4.- Concession procedure The regime applicable to the eligible concept It will be competitive competition. In the competitive competition regime, the granting of subsidies is carried out by comparing the applications submitted, in order to establish a priority between them in accordance with the assessment criteria established in these regulatory bases, without exceeding, in any case, the amount of the budget allocation established in the call. Article 5.- Competent body and resolution The competent body for the instruction of the procedure will be the Area of Participation and Social Innovation and, for the concession, by decree of the Mayor's Office, through a definitive agreement that will put an end to the administrative route. However, the competent body will be assisted by the Evaluation Committee, whose composition will be as follows: President of the Evaluation Committee: Delegate Councilor of the Social Participation and Innovation Area or person to whom she delegates. Secretary of the Evaluation Committee: Municipal Participation and Social Innovation Technician or person to whom he delegates. Three members proposed by the Municipal Advisory Council for the Promotion of Volunteering. No person or entity whose appointment is incompatible with the instruction of the aid award process may participate as members of the Evaluation Committee. Article 6.- Resolution and notification period The resolution of the applications and notification to the requesting entities will be prior to December 31 of the year of the call for these aids. The notification of the resolution will be carried out in the manner provided for in the current administrative procedure legislation.
