Of September 3, 2024, which calls for subsidies to local entities to carry out, during the year 2024, actions aimed at the acquisition and installation of video surveillance systems

Official description of the call

First.- Object. The purpose of this order is to call for subsidies to finance the acquisition and installation of video surveillance systems at access points to municipalities or inhabited areas or other strategic locations of both, with the purpose of improving security in rural environments and developing thematic axis 10 of the Special Directive on Demographic Policy and against Depopulation charged to the Territorial Cohesion Fund. Second.- Basic regulations, Subsidies will be governed by the provisions of this call, in Order VMV/1795/2021, of November 30, which establishes the regulatory bases for the granting of subsidies in development of the Special Directive on Demographic Policy and against Depopulation charged to the Territorial Cohesion Fund; the consolidated text of the Aragon Subsidies Law, approved by Legislative Decree 2/2023, of May 3, of the Government of Aragon and by the rest of the state and regional regulations applicable to subsidies granted by the Administration of the Autonomous Community of Aragon. Third.- Beneficiaries. The following municipalities may be beneficiaries of the subsidies, provided that they are selected in accordance with the assessment criteria indicated in this call and that they meet the following requirements: -Municipalities whose classification in the structure of the settlement system of Aragon corresponds to ranks VIII, IX or X (8, 9 or 10). -Municipalities whose rank is less than VIII (8) in the classification of the structure of the settlement system, belonging to the regions whose development value, according to the Synthetic Territorial Development Index (hereinafter, ISDT), is less than 100. -Municipalities whose rank is less than VIII (8) in the classification of the structure of the settlement system, which have population settlements whose rank is VIII, IX or X (8, 9 or 10) and that are located in a region whose ISDT is equal to or greater than 100, as long as the eligible action is carried out in said settlements. Settlements with these characteristics belonging to the municipality of Zaragoza are excluded. -Municipalities with population settlements whose rank is less than VIII (8), are located in a region whose ISDT is equal to or greater than 100 and its auxiliary ISDT is less than 100, as long as the eligible action is carried out in said settlements. Room. - Requirements. The following entities will not be able to obtain the status of beneficiaries: a) Entities that are subject to any of the causes of prohibition provided for in the applicable regulations on subsidies. b) The entities contemplated in article 4.1.c) of Law 8/2015, of March 25, on Transparency of Public Activity and Citizen Participation of Aragon that do not comply with the transparency obligations recognized in Chapter II of the aforementioned law. c) Entities that have failed to comply with environmental legislation or have been sanctioned in labor matters, rights of LGTBI people, rights and guarantees of people with disabilities, in matters of inclusive employment or for violation of the provisions of other similar mandatory regulations. d) In accordance with the provisions of article 9.b) of the consolidated text of the Aragon Subsidies Law, approved by Legislative Decree 2/2023, of May 3, of the Government of Aragon, those that, having been beneficiaries of subsidies that have been granted to them in previous years and for the same destination or purpose by any of the subjects included in article 2, sections 1 and 2, of the text, may not be considered beneficiary entities. consolidated version of the Aragon Subsidies Law, do not prove effective compliance with the requirements and the completion of the subsidized activity, even if they involve different phases or aspects of the same project. e) Entities that are not up to date in compliance with tax obligations, both with the State Treasury and with that of the Administration of the Autonomous Community of Aragon, as well as with Social Security. However, entities that have outstanding debts with the Treasury of the Autonomous Community of Aragon may obtain beneficiary status, provided that the debt is less than the subsidy that can be granted.
