Official description of the call
First. Beneficiaries People eligible to apply for these aid must meet the following characteristics: - A natural person over 18 years of age registered and resident in a town in the La Selva region. - Be outside the adapted transport routes established by the Regional Council of La Selva or the routes of the assistance centers. Exceptionally, it will be considered eligible if the applicant has made an expense for this concept, in the period that he or she was on the waiting list for a place on one of the adapted transport routes of the Consell Comarcal de la Selva or of the center he or she attends and that has this resource. - Have the status of a person with a disability recognized through the certificate issued by the Institut Català d’ Assistència i Serveis Socials (ICASS). In the case of older people, if they do not have this certification, they will have to prove that they have a diagnosis of dementia through a medical report. - Have the reduced mobility scale or the companion scale recognized. In the case of older people, if they do not have these scales, they will have to prove that they have a diagnosis of dementia through a medical report. - Regularly attend a specialized social day care service of the public network, from the Social Services Portfolio of the Department of Social Rights. These services are: - For people with disabilities: day center service for temporary or permanent specialized care for people with disabilities (CAE). Occupational day center service for people with disabilities (STO/STO-A). Occupational Insertion Day Center Service (SOI) for people with disabilities. - For older people: day center service for older people of a temporary or permanent nature (CD). Comprehensive care service for older people in rural areas (SAIAR). - Not receiving aid for the same concept (it must be kept in mind that the presentation of this application entails authorization for the Council to verify the data with the Department of Work, Social Affairs and Families of the Generalitat of Catalonia). - Be up to date with compliance with tax obligations vis-à-vis Social Security, the AEAT and the Consell Comarcal de la Selva itself, imposed by current provisions, in the manner determined by regulation. - Have a responsible declaration from the applicant stating that they do not fall into any of the circumstances that prevent them from obtaining the status of beneficiary of public subsidies, in the terms indicated by article 13 of Law 38/2003, General Subsidies (hereinafter, LGS). Second. Purpose The purpose of these bases is to regulate individual transport aid for people with disabilities and elderly people in a situation of dependency with mobility problems, so that they can access specialized care services for regular assistance that allow them to guarantee or promote their integration into the environment when they cannot be served by the established routes. The transfer of people to the network of compulsory education schools, health services, socio-health services, functional rehabilitation, cultural, leisure and sports activities are excluded from the granting of these aids. Those people who benefit or may benefit from routes managed or subcontracted by the centers they attend or from other routes from other administrations will also be excluded. Third. Regulatory bases The regulatory bases for the granting of these subsidies are contained in the “Regulatory bases for the granting of Individual Transport Aid for people with disabilities and elderly people who are outside the adapted transport routes organized by the Regional Council of La Selva”, approved on September 27, 2022, and after the public exhibition period has elapsed, published in the Official Gazette of the Province no. 1, dated January 2, 2023. Fourth. Amount For this call, the Regional Council of La Selva has enabled budget application number. 33.2318.48000 of the 2024 expense budget with an amount of €11,000 (ONE THOUSAND EUROS). Fifth. Submission period The submission of applications must be made within 30 business days after publication.
