Subsidies from the Eibar City Council, from 2024, to carry out works to install and replace elevators, improve accessibility to portals and restore facades under an individualized evaluation regime

Official description of the call

1. Purpose of the subsidy. In accordance with the provisions of article 23.2 LGS and the Bases that regulate the subsidy, this City Council proceeds to make the call for the granting of subsidies, which will be granted through the procedure of "Direct concession under an individualized evaluation regime", aimed at: 1.- INSTALLATION OF ELEVATORS: Works and actions completed in the year of the application or the immediately preceding year that have had as their object the installation or replacement of elevators inside residential buildings and outside to access the same, replacement of the elevator with civil works of descent to level 0, modernizations, as well as the installation works of ramps, lifting platforms, installation of elements and any other work that serves to bridge the existing unevenness up to the portal and between the portal and the elevator. 2.-IMPROVEMENT OF EXTERIOR ACCESSIBILITY TO PORTALS: the installation of elevators, stair climbing platforms, ramps and other mechanical and construction elements that serve to bridge unevenness between public roads and the portals of residential buildings to improve accessibility. 3.- RESTORATION OF FACADES: Works completed in the year of the request or the immediately preceding year that have had as their objective the restoration of the façade or façades of a building to its original conditions or state, without altering the compositional unit or affecting structural elements. Rehabilitation works that involve a modification of the construction solutions that in turn result in an improvement with respect to the original conditions of the façade and/or an improvement of the thermal envelope will be eligible. 2. Requirements to apply for the subsidy The natural or legal persons who own buildings and, where applicable, the Communities of Owners who must carry out the activity on which they are granted, may access these subsidies, provided that they do not fall under any of the prohibitions established in article 13.2 LGS, provided that they are not affected by any of the prohibitions in sections 2 and 3 of article 13 of the LGS. Specifically, for each thematic area to be subsidized, they will be able to access: 1. INSTALLATION/REPLACEMENT OF ELEVATORS and IMPROVEMENT OF EXTERIOR ACCESSIBILITY TO PORTALS: Communities of owners and natural or legal persons who own buildings, who meet the following conditions: • Have a minimum of two-thirds of the total useful area intended for housing, the area of ​​the ground floor being excluded from this calculation. • Be older than ten years. • Be suitable urban planning and without limitations for obtaining a municipal license. • Not be in a state of ruin, partially demolished or emptied inside. 2. RESTORATION OF FAÇADES: Communities of owners and natural or legal persons who own buildings, which meet the following conditions: • Have a minimum of two thirds of the total useful area intended for housing, excluding the area of ​​the ground floor from this calculation. • Be older than ten years. • Be suitable urban planning, and without limitations for obtaining a municipal license. • Have a unitary treatment of the façade elements (windows, balconies, closures...). The subsidy will not be granted if any of the elements mentioned are of a different color or composition than the others on the façade, unless the project submitted for the license request provides for their replacement and the standardization of the aesthetic conditions of the façade. • Do not present unauthorized installations such as antennas, signs, gas boilers or others, neither on the façade nor on the balconies above the railing. The technical informants and the Urban Planning Commission will analyze whether or not the discordant element has a license, and whether or not it is susceptible to legalization. • Not be in a state of ruin, partially demolished or emptied inside. • Not having obtained another municipal subsidy for the same works in the last 10 years. • Work on facades of ventilation patios or other interior patios of buildings will not be subsidized, unless they are carried out with the aim of energy improvement of the building.
