Official description of the call
In accordance with the provisions of articles 17.3 b) and 20.8 a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.infosubvenciones.es) and in this Official Gazette of Extremadura. First. Object. The subsidies corresponding to the 2024 financial year of Line II are called, “Subsidies directed at private companies for the hiring of people participating in the projects of the ATENEO Rural Collaborative Program that have obtained a positive evaluation”, provided for in Chapters I and III Decree 287/2023, of December 27, 2023, which approves the regulatory bases for granting subsidies intended for the financing of the Rural Collaborative Program “ATENEO” and the first call for subsidies to promoting entities (DOE no. 11, of January 16, 2024). Second. Beneficiaries 1. Private companies, self-employed persons or registered professionals, with work centers located in the Autonomous Community of Extremadura, may be beneficiaries of the subsidies provided for in the aforementioned decree for collaboration within the framework of the ATENEO Rural Collaborative Program, whether they are natural or legal persons, communities of property, civil societies and temporary unions of companies that, in their capacity as collaborators and, complying with the requirements and conditions established in this standard, make contracts to persons participating in the projects of the ATENEO Rural Collaborative Program approved under Decree 287/2023, of December 27 and with the conditions referred to in article 21 thereof. 2. The following are excluded as beneficiaries of this aid: a) Non-profit associations or entities. b) Temporary employment companies, except when they hire workers to provide services under their direction that are not transferred to user companies. c) Public Administrations; International, Community, State, Regional, Local or any other, whatever their scope of action; public bodies, entities and companies linked or dependent on them; as well as any private or public entity, regardless of the legal form it adopts, and whatever its legal regime or purposes, provided that the power of control or direction, or of appointment of the majority of the components of its governing or management bodies, directly or indirectly, is held by Public Administration, or its assets or its financing directly or indirectly is constituted or comes mostly from public funds. In any case, all entities included in the Extremadura public sector will be included in the aforementioned exclusion by article 2 of Law 5/2007, of April 19, General of Public Finance of Extremadura, as well as the entities included in the institutional public sector established in title II of Law 40/2015, of October 1, Legal Regime of the Public Sector, whether they intervene autonomously or as associated entities or linked, these relationships being understood in accordance with the provisions of Article 3 of the Annex to Recommendation 2003/361/EC, of May 6, on the definition of micro, small and medium-sized enterprises. d) Under the de minimis Regulations mentioned in article 42 of Decree 287/2023, of December 27, entities that operate in the fishing or aquaculture sectors. For these purposes, entities will be considered to carry out activities in which they are registered with the Economic Activities Tax. 3. In addition, the following cases are excluded from this aid: a) Entities that have been excluded from access to the benefits derived from the application of employment programs due to the commission of infractions, in accordance with the provisions of article 46 of Royal Legislative Decree 5/2000, of August 4, on Infractions and Sanctions in the Social Order. b) Jobs subject to subsidy that have been occupied in the six months prior to the date of the respective hires made, by workers who have met the same requirements and have left the company other than due to voluntary resignation, or due to death, or end of contract or due to dismissal declared appropriate. 4.N
