Official description of the call

1.PARTICIPANTS Young people up to 30 years of age residing in one of the 313 Galician town councils may participate in the short film contest “A language of cinema”. 2. REQUIREMENTS FOR THE SHORT FILMS IN COMPETITION a) The short films submitted may be recorded with any recording device: mobile phone camera, digital camera, action camera, tablet, camcorder, etc. and can then be edited with external tools. Each participant may submit a single short film. b) The shorts must be original and unpublished. Each short film submitted to the competition must have a title and pseudonym, both at the beginning and in the credits. c) They must have a maximum duration of between 5 and 10 minutes, including credits if any, and recorded in the highest possible resolution and quality. The file formats may be: MOV, MPEG4, AVI, WMV. And they must always be exported at 1080. d) The theme must be related to autumn and both action and animation works may be submitted. 3. REGISTRATION a) The registration period will begin the day after the publication of these rules in the Official Gazette of the Province and will end on December 10, 2024. b) Registration will be carried out through the registry of the Caldas de Reis City Council, preferably through the electronic headquarters. c) Once the registration has been made with the data and the short film prepared, it will be the responsibility of the contestant to send it to the Department of Culture and Youth of the Caldas de Reis City Council within the registration period. The organization recommends that participants not leave registration until the last minute, due to the collapses that could occur when a high number of registrations coincide in the last days of the deadline. 4.JURY AND PRIZES a) The jury will be made up of three members with voice and vote. The Councilor for Culture, or whoever he delegates, will serve as president, and two people with technical knowledge about the world of audiovisuals will act as members. A technician from the Department of Culture and Youth of the Caldas de Reis City Council will act as secretary, with voice but without vote. b) The prizes will be the following: -First Prize awarded by the jury of €700 -Second Prize awarded by the jury of €500 -Third Prize awarded by the jury of €300 -Prize awarded by the public to the most voted short film of €500 c) The prizes may be void if the jury so decides. The jury's decision will be final. The expense derived from this call is financed from the budget application 334 48100 5. EVALUATION CRITERIA The originality and quality of the short films will be evaluated. 6. CONTEST DEVELOPMENT a) All works received that comply with the rules of this call and meet minimum quality and technical conditions requirements will go to the competition phase. The jury will view all the short films admitted to the competition and will issue its decision, awarding the established prizes. b) The Departments of Culture and Linguistic Normalization of the Caldas de Reis City Council will organize an exhibition of the short films submitted to the competition. The day of the exhibition will be published on the notice board of the electronic headquarters of the Caldas de Reis City Council, and will be disseminated on the social networks of @encaldasme. c) At the end of the exhibition of the short films, the public will issue their verdict by placing their vote in a ballot box arranged for that purpose. After the count, the different prizes will be awarded, for which the presence of the participants will be required. d) The jury's decision will be announced after the votes have been counted on the day of the exhibition and will also be published on the notice board and on the electronic headquarters of the Caldas de Reis City Council. e) The winning works will be disseminated on the social networks of @encaldasme of the Caldas de Reis City Council. 7. GENERAL ISSUES a) In no case will short films be accepted that do not respect human rights, democratic values, or that have offensive and/or disrespectful content towards individuals or groups. b) The participants are responsible for ensuring that there are no rights to third parties for the use of musical pieces in the works presented, nor claims for image rights of the people who appear in them, as well as that the short films presented are not subject to any claim.
