Official description of the call
1.- Object.- The purpose of this Call is the granting of subsidies intended to finance: a.-Structural reforms: the execution of repair works on structural elements associated with buildings for residential use. b.- Buildings affected by termites and other insects: Work to eradicate termite infestations and other insects that affect the building and its surroundings. 2.- Beneficiaries. The natural or legal persons who own the residential buildings on which the intervention is carried out may apply for the subsidy, as well as the Owner Communities in the case of common elements, who may act on their own initiative or at the request of the City Council. They may also benefit from this aid when, with the same objective and due to unexpected causes of force majeure, such as heavy rains, landslides, fires, etc., the City Council decides to intervene in an emergency procedure by carrying out works of a substitute nature, as long as these interventions have not been preceded by a municipal execution order that has not been complied with by the property. 3.- Regulatory Bases. They are those approved by the Board of Directors of Surbisa in a session dated 02/06/2024 and modified on 12/16/2024, the consolidated text of which is published in the B.O.B. dated 01/22/2025 as well as on the Surbisa website. 4.- Budget credit. The total amount of this call amounts to €15,000.00 charged to the 2025 budget. 5.- Temporal scope of the actions to be subsidized.- The application for aid for all eligible actions will be submitted with the action already completed. Actions in which the invoices or, in the case of partial payments, the final settlements are dated prior to January 1, 2024, will not be eligible for this aid. To qualify for the financial aid provided for in this call, the actions must have, where applicable, the required municipal building license or authorization or the work must have been carried out directly by the City Council on a substitute basis. 6.- Amounts. The amount to be received is equivalent to the percentages and maximum amounts detailed in article 3 of the Structural Repairs Program. 7.- Place of presentation. Subsidy applications corresponding to this call can be submitted in person at the Surbisa offices on c/Ronda nº6, for which you can request an appointment by calling 94-415.99.55. Applications may also be submitted through the email address accessibilityyestructura@surb.bilbao.eus 8.- Deadline for submitting applications and documentation to be submitted. The deadline for submitting applications begins the day following the publication of the extract of the call in the Official Gazette of Bizkaia and ends on November 14, 2025. Once the annual allocation has been exhausted, new applications may be submitted, although they will be resolved in the next year with a budget allocation. Also included in this call, without the need to reiterate your request, are applications submitted prior to it and that are pending resolution on the concession and payment, as established in the Transitional Provision of the Regulatory Bases. 8.1.- Documentation to attach.- As stated in art. 5.1. of the “Structural Repairs” Program of the Regulatory Bases in: 1.- “Request and Responsible Declaration” form that will be provided at the Surbisa offices and on its website, duly completed and signed. 2. The representative will provide a photocopy of his/her DNI, a photocopy of the CIF of the Owner Community and grant of representation. 3. Copy of the municipal works license granted or the legalization carried out subsequently. If said license is not necessary, the corresponding prior communication. 4. Minutes of the owning Community in which the works to be carried out or the service to be contracted are approved, which will include the amount of the accepted budget. 5. It will be verified ex officio, when necessary, that the Technical Inspection Report of the Building or buildings that constitute the intervention has been presented 6. If the work requires it, a copy of the Project of the competent technician and its certification.
