CALL FOR THE GRANTING OF AID IN THE FIELD OF INDIVIDUALIZED ECONOMIC BENEFITS FOR THE YEAR 2025. The Godella City Council plans to establish a subsidy line for people living in the municipality who, exceptionally, lack sufficient financial resources to cover their basic needs. To this effect, art. 25 of Law 7/1985, of April 2, Regulatory Law of the Bases of Local Regime, recognizes in the second section, letter i), the municipal competence of “Evaluation and information of situations of social need and immediate attention to people in a situation or risk of social exclusion.” Taking into account the provisions of articles 9 and following of Law 38/2003, of November 17, General Subsidies in relation to articles 4 and following of Royal Decree 887/2006, of July 21, which approves the Regulation of the aforementioned law, as well as what is provided for in the Ordinance regulating the specific bases for the granting of individualized economic benefits in the field of social services under a competitive competition regime of the Godella City Council published in the BOP no. 244 of December 21, 2021, in the General Subsidies Ordinance of this city council, published in the Official Gazette of the Province of Valencia, no. 255 dated October 26, 2006 and in the Strategic Subsidies Plan for the period 2024-2026, approved by Mayor's Resolution number 2010 dated 12/20/2023 (BOP number 2, dated January 3, 2024). Therefore, this call is granted under the aforementioned framework. BASE 1st. PURPOSE OF THE CALL I SCOPE OF APPLICATION. 1.- The purpose of the call is: a) Configure the regulatory framework for determining the conditions, requirements and scope for the recognition of the right to economic benefits from the public system of social services of the Godella City Council in the modalities of: Social emergency aid and, where appropriate, aid in kind and aid for the personal development of older people. b) Regulate the procedure and actions to promote and guarantee, under conditions of equality, equity and justice, the subjective right of access to obtaining this aid, the purpose of which is the prevention of risk situations or social exclusion and attention to basic needs. c)Regulate the instruments and measures necessary to provide aid in the best conditions of quality, efficiency and accessibility. 2.- The PEI granting regime is competitive. Article 22 of Law 38/2003, of November 17, General Subsidies, specifies that the procedure by which the granting of subsidies is carried out by comparing the applications presented will be considered competitive competition, in order to establish a priority between them in accordance with the evaluation criteria previously established in the regulatory bases and in the call, and to award, with the limit set in the call within available credit, those that have obtained the highest evaluation in application. of the aforementioned criteria. 3.- Financial aid can be included in a social intervention process that includes a complete analysis of the individual and family situation reflected in the commitment to personalized actions. This analysis will be documented in a municipal social report that has the character of a technical opinion, prepared and signed by technical personnel of social services. 4.- These aids are configured as economic aid of an extraordinary nature, intended to alleviate situations or states of need, so, in order not to distort their very nature, the beneficiaries of these, in the terms of article 13.2 of Law 38/2003, of November 17, General of Subsidies, will not be required to comply with the obligation to be up to date in compliance with tax and Security obligations.
