Official description of the call
First. Beneficiaries. In article 5 of Order ECM/71/2025, of January 16, which establishes the regulatory bases for the granting of subsidies from the "Innova Invest Program" of ICEX España Exportación e Inversiones, E.P.E., the following requirements are established to be able to obtain the status of beneficiary: a) Be able to exercise an economic activity, whatever its legal form, at the time of granting the subsidy. b) At the time of the concession, the beneficiary companies must have their own legal personality and be validly incorporated. Likewise, at the time the aid becomes effective, they must have at least one permanent establishment or branch in Spain. c) Be included in the SME category in accordance with the provisions of Annex I of Commission Regulation (EU) No. 651/2014. Small mid-cap companies (entities that have up to 499 employees that are not SMEs) regulated in art. 2 section 6 of the EU Regulation 2015/2017 of the European Fund for Strategic Investments of June 25, 2015. d) Have a foreign participation of at least 50% of its share capital. Foreign partners who participate in the capital may be both legal entities domiciled abroad and natural persons not resident in Spain. e) Not have a debt with ICEX. f) Not being in any of the circumstances detailed in sections 2, 3 and 3 bis of article 13 of Law 38/2003, of November 17, General Subsidies. In relation to article 13.3.bis, they must prove compliance with the payment deadlines established in Law 3/2004, of December 29, which establishes measures to combat late payment in commercial operations. g) Not be in a “company in crisis” situation, in accordance with article 1.4.c) of Commission Regulation (EU) No. 651/2014, of June 17, 2014, and in accordance with the definition of “company in crisis” provided for in article 2.18) of said regulation.” h) Comply with current regulations on foreign investments. i) Comply with current regulations on equality of treatment and opportunities between men and women in employment and occupation j) Not have debts for reimbursement of aid or loans with the Administration, or be subject to a pending recovery order after a previous Decision of the European Commission that has declared aid illegal and incompatible with the common market. Purpose. The purpose of this line of aid included in the INNOVA INVEST program is to promote investments in Spain by foreign companies with a high innovative component, promoting their integration with the national productive and research fabric, and that represent a contribution to the improvement of the competitiveness and productivity of the Spanish economy. Third Regulatory Bases. Invest" of ICEX España Exportación e Inversiones, E.P.E. and the first call is made, within the framework of the European Regional Development Funds. Fourth. The budget assigned to this call amounts to 4,000,000 euros and will be financed from the ICEX Budget. The aid may be financed by the European Regional Development Fund (ERDF). adequate and sufficient credit at the time of the granting order. 2. The minimum amount of the set of eligible concepts included in each application must be, at least, 500,000 eligible euros. 3. The maximum grant per beneficiary will be 800,000 euros and will be determined as a percentage of the eligible concepts, depending on the size of the company and the type of the project.
