Official description of the call
1.- Object.- The object of this Call is to carry out energy improvement interventions and promote the use of renewable energy in privately owned residential buildings in the municipality of Bilbao, as well as the naturalization and/or improvement of privately owned urban spaces in Bilbao. Specifically, the actions that can be protected through this call will be those provided for in the second article of the Regulatory Bases of the Green Line Program. 2.- Beneficiaries. Communities that own privately owned residential buildings in the municipality of Bilbao may be applicants for the aid contemplated in this Call. Likewise, for the actions contemplated in section 2.3 of the Regulatory Bases that must be carried out in the municipality of Bilbao, natural or legal persons who promote and finance the action may also request aid, provided that they have the authorization of the property, if this is not the same. 3.- Regulatory Bases. They are those approved by the Board of Directors of Surbisa in a session dated 02/06/2024 and modified on 12/16/2024, the consolidated text of which is published in the B.O.B. dated 01/22/2025 as well as on the Surbisa website. 4.- Budget credit. The total amount of this call amounts to €300,000.00 charged to the 2025 budget. 5.- Temporal scope of the actions to be subsidized.- The application for aid for all eligible actions will be submitted with the action already completed. Actions in which the invoices or, in the case of partial payments, the final settlements are dated prior to January 1, 2024, will not be eligible for this aid. To qualify for the financial aid, the works must have, where applicable, the mandatory municipal construction license or with the presentation of the necessary Prior Communication of works (hereinafter works permit for both cases), and have adequately presented the final work documentation required in said files if applicable. 6.- Amounts. The amount to be received is equivalent to the percentages and maximum amounts detailed in Article Six of the Green Line Program. 7.- Place of presentation. Subsidy applications regulated in these Bases may be submitted: • In person at the Surbisa offices at c/Ronda nº6, for which you may request an appointment by calling 94-415.99.55 • Telematically on the website www.surbisa.eus Or by email at the email address surbisaverde@surb.bilbao.eus The email address indicated in the application will be considered the address for the purposes of notifications of any procedures resulting from the file. 8.- Deadline for submitting applications and documentation to be submitted. The deadline for submitting applications begins the day following the publication of the extract of the call in the Official Gazette of Bizkaia and ends on November 14, 2025. Once the annual allocation has been exhausted, new applications may be submitted, although they will be resolved in the next year with a budget allocation. Also included in this call, without the need to reiterate your request, are applications submitted prior to it and that are pending resolution on the concession and payment. 8.1.- Documentation to be attached.- The documentation to be presented is detailed in article 7.1. of the “Green Line” Program of the Regulatory Bases. 9.- The concession procedure, its deadlines, intervening bodies, resources and other requirements to take into account are those included in the Regulatory Bases.
