Official description of the call

FIRST. OBJECT The purpose of these rules is to regulate the conditions and procedure to be followed, under a competitive competition regime, for the application and granting of individualized economic social emergency benefits from Social Services to be granted by the Beniparrell City Council in the year 2025. SECOND. DEFINITION AND LEGAL NATURE Individualized economic benefits (hereinafter PEI) are a subjective right in the terms established in article 32 of Law 3/2019 of Social Services of the Generalitat, which is carried out through actions of a professional and economic nature aimed at individual people or coexistence units, in order to remedy a seriously deteriorated situation, one of urgent need or with serious specific problems that affect their personal, social and economic autonomy. and that cannot be resolved with our own means. THIRD.- REGULATORY BASES. The granting of aid will be governed by the provisions of these Bases; The provisions established in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations will be followed; Law 7/1985, of April 2, on the Bases of Local Regime; General Law 38/2003 on Subsidies; Royal Decree 887/2006 approving the Regulations of the General Law of Subsidies; Law 3/2019, of February 18, of the Generalitat Valenciana, which regulates the Inclusive Social Services System in the area of ​​the Valencian Community; and other regulations of pertinent application. It is the responsibility of the body competent to approve them to interpret and clarify any doubts that may arise during their application. QUARTER. - BUDGET CREDIT. The credit limit established to finance the economic benefits regulated in these bases will be approved under budget item 231-48000 for basic Social Services benefits, for a total amount of 14,000 euros. The maximum amount for each type of aid is established in the sixth clause of this call. FIFTH. BENEFICIARIES OF AID Individuals, family units or cohabitation units will be considered beneficiaries. A family or cohabitation unit will be considered to be the one made up of the applicant and the people who live at the same address (which will be verified through the municipal registry and, where appropriate, a home visit) and who are linked to the applicant by marriage or a permanent relationship analogous to the conjugal one or by kinship ties up to the fourth degree of consanguinity, affinity or adoption. Without prejudice to the provisions above, people who, even if they are linked by a bond of up to the second degree of kinship, share a home may form independent cohabitation units, as long as in the last twelve months any of the following circumstances have occurred unexpectedly: Beginning of the procedures for separation, annulment or divorce or dissolution of a formally constituted de facto couple. Due to eviction or the property becoming uninhabitable due to an accident or force majeure. Prostituted women, victims of sexual exploitation or trafficking and victims of gender violence. SIXTH. CLASSIFICATION OF INDIVIDUALIZED ECONOMIC BENEFITS Social Emergency Economic Benefits: These are financial aid with the aim of improving quality of life and autonomy, attention to emergency situations or coverage of basic needs, allowing citizens to achieve a decent standard of living. 1.1. Housing use and energy poverty. 1.2. Basic needs. 1.3. Aid to cover child food expenses. 1.4. Aid to cover the costs of medical or pharmacological treatments. 1.5. Aid to cover extraordinary expenses for personal development. 1.6. Aid to cover expenses for participation in educational or leisure and free time activities developed or promoted by the municipality of Beniparrell. 1.7. Displacements 1.8. Other aid not included in the above that is considered necessary according to the technical report. Economic Benefits for the Promotion of the Autonomy of the Elderly: These are financial aid intended for people over 60 years of age with motor or sensory problems, for their maintenance in their own social environment, increasing their autonomy, enhancing their possibilities.
