CALL BASES FOR THE GRANTING OF SUBSIDIES FOR AID FOR BIRTH AND ADOPTION, FOR THE YEAR 2025 1. Regulatory Bases These subsidies will be governed by the provisions of this call; in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid; in the General Subsidies Ordinance, published in the Official Gazette of the Province of Valencia No. 8 dated 01/11/2024, and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. The regulatory bases for the granting of these subsidies are contained in the Ordinance for the granting of subsidies in the field of cultural, festive, sports and educational activities..., approved on November 30, 2023, and published in the Official Gazette of the Province of Valencia No. 8 dated 01/11/2024. 2. Budget Credits The budget intended to finance this call will amount to 2,000.00 euros, charged to budget application 231.48000 “BABY CHECK 2025” Exceptionally, the call may establish, in addition to the maximum total amount within the available credits, an additional amount whose application to the granting of subsidies will not require a new call. The setting and use of this additional amount will be subject to the rules of article 58 of the Regulation of Law 38/2003, of November 17, General Subsidies, approved by Royal Decree 887/2006, of July 21. 3. Eligible expenses Eligible expenses are those that meet each and every one of the following requirements: Expenses aimed at satisfying the child's first needs. Expenses incurred within the maximum period established by the concession resolution, which may be a maximum of four months following the concession resolution. 4. Individual grant The maximum individual amount of aid, in a single payment, will be 200 euros, for each child born, adopted or fostered. 5. Object, Conditions and Purpose of the Grant of the Subsidy The purpose of the subsidy is to regulate financial aid for birth, legal adoption or foster care lasting more than 6 months, in the municipality of Guadasséquies, called “Baby Check”, The amount of the individual subsidy It will be a maximum of 200.00 euros. The granting of the aid contemplated in this call will be subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. 6. Requirements to Apply for the Subsidy and Method of Accreditation The beneficiaries will be families, adopters or foster children, holders of the family book in which their birth or adoption is registered, or families fostering minors (lasting more than 6 months) and who meet the following requirements: The date of birth, adoption or fostering of the baby must be between December 1, 2024 and November 30, 2025. The minor must be registered in Guadasséquies and live with the applicant parent, adopter or foster child, who must have been registered in the municipality for 6 months, at the time of birth or at the beginning of cohabitation in the case of adoption or fostering. Have Spanish nationality or a foreign person with legal residence in Spain. Foreigners residing in Guadasséquies may benefit from this benefit as long as they meet the conditions of Organic Law 4/2000, on the Rights and Freedoms of Foreigners in Spain, and the requirements established in this regulation. In the case of the parents and adopters who are registered in the family book or who foster the baby, it will be the requesting person who will have the status of beneficiary, and the parent, adopter or foster person must sign the authorization for said request as a member of the family unit.
