IDENTIF BDNS: 1.- OBJECT. ELIGIBLE EXPENSES. RECIPIENT ENTITIES OBJECT The purpose of these regulatory rules is to establish the specific premises within the framework of the General Subsidies Ordinance of this Provincial Council to regulate the granting of public subsidies through this aid plan, in accordance with the provisions of article 22 of the LGS, arts 14 and 21 of the OGS and in Base 41 of the Budget Execution for the year 2025, It has been foreseen that this subsidy will be carried out through direct concession under an open call regime. The subsidy will consist of current and capital transfers from the Provincial Council of Cáceres to the minor beneficiary local entities, with the actions detailed in Rule Six of these Regulatory Rules being eligible for subsidies. ELIGIBLE EXPENSES The Minor Local Entities will allocate the subsidy to finance the current and investment expenses established in their application, in accordance with the requirements established in these regulations. Eligible expenses will be those of a current nature included in Chapters I, II and IV as well as Chapter VI of the Entity's Expense Budget, in accordance with Order 3565/2008, which approves the structure of the budgets of local entities, and its modification through Order HAP/419/2014, included by the minor local entity in the documentation provided. - Personnel expenses (chapter I) will include the remuneration of NEW HIRED personnel (contracts carried out throughout the entire year 2025). The Entity will carry out these hires in accordance with current legislation and, in particular, the current labor reform provided for by Royal Decree-Law 32/2021, of December 28, on urgent measures for labor reform, the guarantee of stability in employment and the transformation of the labor market, taking exclusive responsibility for all actions carried out and the effects they produce. Possible staff casualties will also be eligible for subsidies. - Service expenses (chapter II) may include leases; repairs, maintenance and conservation; and material, supplies and others, included in the chapter of the referred order. - Current transfer expenses (chapter IV) may include those corresponding to other local entities, private companies and families and non-profit institutions. - Investment expenses (chapter VI): may include the acquisition of all types of inventories (acquisition of furniture, equipment, tools of all kinds, real estate and/or land, transportation elements and other similar items) intended for smaller local entities, as well as any infrastructure and land works. RECIPIENT ENTITIES The distribution of aid has been established, which is reflected in the list of possible beneficiary entities, which accompanies these regulations. This relationship contains all the Minor Local Entities of the province and the assignments have been established in accordance with the objective criteria detailed in the Fourth Base. 2.- BUDGET ALLOCATION AND FINANCING This Plan will be contemplated in the Provincial Council's Strategic Subsidy Plan, pending approval at the date of publication of this announcement. The total amount of the Plan amounts to €150,000.00, intended to finance any expenditure of a current nature, as well as investment, according to the budget structure that incorporates Order EHA 3565/2008, which approves the structure of the Budgets of Local Entities, modified by Order HAP/419/2014 of March 14 and as stipulated in the Sixth standard. - ELM Plan CURRENT EXPENSES 2025. Budget application: 2025.02.9220.46801 for the amount of €100,000.00. - ELM CAPITAL EXPENDITURE Plan 2025. Budget application: 2025.02.9220.76801 for the amount of €50,000.00. FINANCING Financing by the Provincial Council of Cáceres will be 100%. The amount assigned to each Entity has been determined based on the population criterion. 3.- REQUESTS. PROCESSING SYSTEM AND SUBMISSION PERIOD This Plan will be processed electronically through the electronic headquarters of the Provincial Council of Cáceres.
