2025 CALL FOR GRANTS AIMED TO FINANCE THE CALCULATION OF THE CARBON FOOTPRINT AND THE PREPARATION OF CO2 ABSORPTION PROJECTS FOR REGISTRATION IN THE CARBON FOOTPRINT REGISTRY OF THE PRINCIPALITY OF ASTURIAS

Extract from the Resolution of March 27, 2025, of the Ministry of Ecological Transition, Industry and Commerce, which approves the 2025 public call for subsidies, on a competitive basis, intended to finance the calculation of the carbon footprint and the development of carbon dioxide absorption projects for registration in the Carbon Footprint Registry for the reduction, absorption and compensation of greenhouse gas emissions in the Principality of Asturias. First.- Beneficiaries: Natural persons who carry out an economic activity, as well as legal entities governed by private law, all of them with their own legal personality and sufficient capacity to act, who have one of their centers of activity located in the Autonomous Community of the Principality of Asturias and materialize the project object of aid in the territorial scope of the same, in whom any of the circumstances included in article 13.2 of Law 38/2003, of November 17, General Subsidies. Non-profit organizations are excluded. Second.- Purpose: Partially finance the process of calculating the carbon footprint and preparing plans to reduce GHG emissions and CO2 absorption projects for subsequent registration in the carbon footprint registry of the Principality of Asturias, in the terms of Decree 40/2021, of July 29, which regulates the organization and operation of the carbon footprint registry for the reduction, absorption and compensation of greenhouse gas emissions of the Principality of Asturias. Principality of Asturias. Actions related to registration in Section A and Section B of the Carbon Footprint Registry for the reduction, absorption and compensation of greenhouse gas emissions of the Principality of Asturias included in the first section of the third regulatory base will be subject to subsidy. Each potential beneficiary may only request a grant for a single action. Third.- Regulatory bases: The bases that must govern this call have been approved by Resolution of August 16, 2022, of the then Department of Autonomous Administration, Environment and Climate Change (BOPA no. 167 of 30-VIII-2022). Fourth.- Amount: The total amount amounts to €150,000.00 (one hundred and fifty thousand euros), charged to budget application 17.05-443D-473.019 "Carbon footprint measurement" of the General Budgets of the Principality of Asturias for 2025. The maximum amounts of the subsidies will be: 1. For companies that register in Section A up to a maximum of €5,000, distributed as follows: a. 80% of the expenses corresponding to the calculation of the carbon footprint, preparation of the carbon footprint report and the drafting of a carbon footprint reduction plan, provided that the resulting amount does not exceed €3,000. b. 80% of the expenses corresponding to the verification of the carbon footprint information subject to registration, provided that the resulting amount does not exceed €2,000. 2. For companies that register in Section B up to a maximum of €4,000, distributed as follows: a. 80% of the expenses corresponding to the preparation of a CO2 absorption project, provided that the resulting amount does not exceed €1,600. b. 80% of the expenses corresponding to the preparation of a forest management instrument, provided that the resulting amount does not exceed €1,600. c. 80% of the expenses corresponding to sustainable forest certification, provided that the resulting amount does not exceed €800. Fifth.- De minimis regime: The aid is covered by the de minimis regime: In accordance with Commission Regulation (EU) 2023/2831, of December 13, 2023 (OJEU no. 2831, of December 15, 2023), the total de minimis aid granted to a single specific company will not exceed 300,000 euros, during any period of three years. In accordance with Commission Regulation (EU) No. 1408/2013, of December 18, 2013, after the modification incorporated by Commission Regulation (EU) 2024/3118, of December 10, 2024, the de minimis aid granted to a company in the agricultural sector may not exceed, during any period of three fiscal years, the amount of 50,000 euros, nor the national maximum limit of 1,220.06 million euros.
