Official description of the call
In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, general on subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database: http://www.pap.minhap.gob.es/bdnstrans/index. First. Regulatory bases and call This resolution approves the regulatory bases for the granting of subsidies aimed at financing development cooperation projects for the promotion of strategic alliances with structurally impoverished countries and proceeds to call them for the year 2025. Second. Beneficiary entities The agents of international development cooperation listed in article 21 of Law 18/2017 on cooperation and sustainable development may be beneficiary entities of the subsidies regulated in this Resolution. The entities described in the previous paragraph, to be beneficiaries, will constitute a group without their own legal personality, which will include diverse actors, of a public or private nature from the Valencian Community and the country of execution of the project, with the purpose of jointly promoting a development cooperation project. Third. Purpose The purpose of this resolution is to approve the regulatory bases and establish the procedure for the granting of subsidies, under a competitive competition regime and charged to the budget of the Generalitat Valenciana for the year 2025, for the financing of current and investment expenses, of cooperation projects for the promotion of strategic alliances with structurally impoverished countries. Room. Eligible actions 1. The aid contemplated in this resolution will be aimed at financing the following actions provided for in article 5 of law 18/2017, of December 14, on cooperation and sustainable development and in the sectors indicated in the second section of this base. a) Economic cooperation actions that promote social entrepreneurship to generate new productive activities, create employment and contribute to the reduction of poverty and social cohesion by strengthening the local economic and productive fabric. b) Technical cooperation actions that contemplate long-term associations with professional staff and the beneficiary population of the partner countries, for their qualification, learning, support or continuous training. Technical cooperation actions are understood as those knowledge transfer and technological assistance actions aimed at improving training for the use and development of operational and organizational technical processes in public or private sectors c) Research actions for development aimed at generating knowledge for the search for innovative and transformative solutions for the territory with a focus on sustainable human development. 2. The actions to be financed must undertake one or more of the following intervention sectors: a) Interventions linked to food: agricultural development; marketing systems; fight against pests; training, technological development and agricultural research; improvement and efficiency of irrigation systems; support for cooperativism, social enterprise and other forms of agricultural association, agroindustry; productive development processes based on forestry, fish farming, beekeeping or similar; the basic food, processing and canning industry. b) Interventions linked to water, sanitation and health: protection and promotion of water resources, water supply and sanitation, as well as elimination and treatment of solid waste; education and training activities, research and transfer of knowledge and technology in these areas; prevention and control of diseases associated with lack of sanitation, health education and training of specialized personnel. c) Interventions linked to development: promotion of industrial management and the local business fabric, with special interest in the promotion and support of small and medium-sized businesses in the artisanal and industrial manufacturing sector (textiles, footwear, ceramics, furniture); advisory, support and promotion of employability services; promotion of labor rights and promotion of equality measures in the workplace; implementation
