FIRST. Beneficiaries People who meet the conditions indicated below may be beneficiaries of this aid: a) Be residents of the municipality of Algemesí. b) Prove the condition of the affected person, demonstrating the total loss of the habitual residence. Total loss of housing is considered to be all those single-family buildings in respect of which, as of the date of approval of these bases, a file for their declaration of ruin has been initiated ex officio or a resolution has been issued in that sense, provided that the situation of ruin is a direct consequence of the effects of the DANA. c) Have an effective registration in the municipality of Algemesí at least 2 months prior to the date of the incident (October 29, 2024). SECOND. Purpose The purpose of these bases is to regulate the granting of direct financial aid to people who have lost their home, in the terms indicated in the first base, as a result of the Isolated Depression at High Levels (DANA) that affected the municipality of Algemesí, in application of Royal Decree Law 7/2024, of November 11, by which urgent measures are adopted for the Immediate Response, Reconstruction and Relaunch Plan. The purpose of this direct financial aid is to facilitate normality in the socio-family situation of the beneficiaries as soon as possible. These financial aid are aimed at promoting social inclusion and normality for the beneficiaries, in accordance with the principles of equality, solidarity and social justice. These aids are configured as extraordinary economic aid, intended to alleviate situations of urgent need, therefore, in order not to distort the very nature of these, the beneficiaries, under the terms of article 13.2 of the General Subsidy Law, will not be required to comply with the obligation to be current in compliance with tax and Social Security obligations. Likewise, they will be published on the Transparency Portal of the municipal website of the Algemesí City Council and an extract in the province's BOP.
