ANNOUNCEMENT Bases of the Short Film Contest, within the Quartmetratges festival On March 26, 2024, the Local Government Board of the Quart de Poblet City Council approved the Regulatory Bases of the Short Film Contest, within the Quartmetratges festival, in accordance with the provisions of art. 9.2 of Law 38/2003 of November 17, General Subsidies. 1.- Purpose The Quart de Poblet City Council organizes the Short Film Contest, within the QUARTMETRATGES Festival, whose purpose is to continue supporting the initiatives of young short film directors from the Valencian Community. 2.- Requirements. Short film directors born or residing in the Valencian Community may participate. -Participants may submit a maximum of two short films to the competition. - Each short will be presented individually in a digital file (MPEG, MOV, MP4) not exceeding 700 Mb or a web link for viewing by the Jury. - If the short is selected, the author agrees to present an HD digital copy in high-quality compression for public screening. - The duration will not exceed 30 minutes including the credits. - Short films made before January 1, 2024 or those submitted to this competition in previous calls will not be admitted to the competition. 3.- Instructing body The instructing body of these bases is the Department of Culture of the Quart de Poblet City Council. 4.-Prizes and evaluation criteria - First Prize (best short film submitted to the contest) - Fiction Section Prize - Animation Section Prize - Documentary Section Prize - Prize for the best short film in Valencian - Prize for the breakthrough short film - Prize for the best interpretation - Honorary awards: the call for the contest may include awards of an honorary nature without a financial award such as the audience award, or others of a similar nature. Cash prizes will be subject to the corresponding income tax withholdings. No short film may accumulate more than one award, with the exception of the best short film in Valencian and honorary awards. The jury will evaluate the participating works based on artistic and technical criteria, taking into account mainly their quality, development, consistency, originality and values they transmit, up to a maximum of 10 points, which will serve to motivate their proposed resolution, awarding the prizes to the works with the highest score in each category. a) The artistic quality of the work and originality of the script will be valued with a maximum of 7 points. b) The technical quality of the work will be valued with a maximum of 3 points. In the event of a tie, the exaequo prize may be awarded, the amount being distributed among the short films tied in score. In the case of the award for best performance, they will value the acting work of the performers and their importance in the artistic value of the film. 5.- Place and deadline for presentation of works. The works may be presented within the deadline established in the call through the following means: a) In person: at the General Registry of the Quart de Poblet City Council. The documentation to be provided as indicated on the registration form will be attached on a CD/DVD or USB memory stick. b) Through the audiovisual platform or platforms established in the call.
