Official description of the call
First. Beneficiaries: Non-governmental development organizations, which simultaneously meet the following two requirements: - That have obtained accreditation from the Spanish Agency for International Development Cooperation as a qualified non-governmental development organization, in accordance with the procedure established in the Order that regulates the bases for the granting of subsidies to non-governmental development organizations, for carrying out interventions in the field of international development cooperation, within whose statutory mission humanitarian action is found. - That they have obtained special accreditation for humanitarian interventions, in accordance with the procedure established by the Directorate General European Civil Protection and Humanitarian Aid Operations of the European Commission, by signing a Certificate of Association with the Directorate General European Civil Protection and Humanitarian Aid Operations of the European Commission. Likewise, groups without legal personality composed of entities that meet the above requirements and those with foreign entities (local organizations) legally constituted in the country or countries of execution of the proposed intervention, which comply with the obligations established for them in article 11.3 of Law 38/2003, of November 17, and that, additionally, accredit compliance with the requirements established in section 3 of article 3 of the Order, may be beneficiaries of these subsidies. Public Administrations, international or multilateral organizations and any entity in which a public administration participates in the share capital or assets of the same are excluded as possible successful bidders. Second. Purpose: The purpose of this call is to finance projects related to humanitarian action, understood as established in article 13.1 of Law 1/2023, of February 20, on Cooperation for Sustainable Development and Global Solidarity, including prevention and preparation for disasters, response to emergencies, attention to complex, chronic and recurring crises, early recovery and the protection of people in situations of special vulnerability. Applications can be submitted in the countries listed in Annex 1 of the Resolution. Third. Regulatory Bases: Royal Decree 188/2025, of March 11, which regulates subsidies and aid in the field of international cooperation and, in everything that does not contradict it, Order AUC/286/2022, of April 6, which establishes the bases for the granting of international cooperation subsidies for development, in development of Title II of Royal Decree 794/2010, of June 16, which regulates subsidies and aid in the field of international cooperation. Room. Amount: The amount of the call is 17,000,000 euros. The minimum amount that can be requested per project is 400,000 euros. The maximum amount that can be requested per project is €1,000,000. The maximum amount of indirect costs (costs that do not require justification) applicable is 12% of the subsidy amount. The staff at headquarters attributable to the subsidy may not exceed 4.5% of the subsidy amount. Fifth. Deadline for submitting applications: The deadline for submitting applications is twenty business days and will begin at 00:00:00 (Spanish peninsular time) on the day following the publication of this extract in the BOE and will end at 11:59:59 p.m. (Spanish peninsular time) on the last day of the deadline. Sixth. Other information: Each entity may submit two applications. Exceptionally, a maximum of three applications may be submitted as long as at least one of them has a Sahel country as the place of execution (one of those included in Annex 1 of the Resolution, or at least one of the three applications corresponds to the specific line of gender in humanitarian action. For the application to be considered submitted, it will be mandatory to complete and send the application form, accessible from the electronic headquarters of the Spanish Agency for International Development Cooperation (www.aecid.gob.es), electronically and its digital signature by the legal representative of the entity.
