Official description of the call
The purpose of this year's Contest is to raise public awareness about the health harms of tobacco use and will focus on revealing the tactics used by the tobacco and nicotine industries to make their harmful products appear attractive. The industry systematically tries to find ways to make these products have their charm by adding flavors and other agents that modify the smell, taste or appearance of these products. These additives are designed to mask the harshness of the tobacco and, thus, improve its palatability, thinking above all of youth. Likewise, grant financial aid to the winner of the regional poster contest. 2) Legal Regime of the competition. This Contest is exclusively administrative in nature and its bases will be governed by Law 38/2003, General of Subsidies and by Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General of Subsidies. By participating, each contestant accepts and understands that they are expressly subject to what is established in these Rules and Law 38/2003, General Subsidies. The body in charge of instruction/organization is the Welfare area of the Alt Empordà Regional Council. The competent body for the final resolution for the granting of subsidies will be the Local Government Board. The Contest may be declared void if, in the opinion of the Jury, there is no project that adequately responds to the bases established by this Call. It is specifically established that the Alt Empordà Regional Council will not be committed to financing subsequent actions that may arise from the projects that have been selected by this Competition, beyond what is established in these Rules. 3) Characteristics of the posters The works presented must be unpublished (including the internet) and cannot be presented in any other contest. The design must include the slogan designated by the World Health Organization "We unmask their attractiveness: the industry's tactics with tobacco and nicotine products exposed." The technique of creating the poster will be free (digital tools and techniques are allowed) in D2 name(s) and age(s) of the author(s), course and name of the Educational Center. Creations made using graphic design tools can also be submitted in the contest as long as they are unpublished and original. 4) Budget item The financial allocation for these prizes will be charged to the budgetary application of expenses 40.2311.2279901, which bears the name of “Drug Addiction Prevention Program” of the current budget. 5) Requirements of participants ESO students from educational centers in the Region may participate. Participation may be individual, group or collective. 6) Presentation of proposals Participants will have to present the required documentation within the established period at the offices of the Regional Council (c. Nou, 48 - 17600 Figueres). The deadline for submitting posters ends on Friday, May 23, 2025 at 1:00 p.m. Works submitted after the deadline will not be accepted. 7) Jury The competition Jury will be made up of four members: two representatives of the Alt Empordà Regional Council, a representative of the PDS association - Promotion and Social Development - and a representative of the Alt Empordà Educational Service. 8) Award Criteria The assessment criteria will take into account: originality, technical and artistic quality, the adequacy of the message transmitted and the suitability of the message transmitted. In addition, the following aspects must be taken into account: - The reference to tobacco - The positive approach, which refers to the images used (avoid weapons, skulls and any other illustration that may offend sensitivity). Since there is a single category of participants, the assessment of technical and artistic quality will be relativized taking into account the age of the contestants.
