Official description of the call
First. ObjectThe objective of the call is the granting of subsidies to entities and associations that organize events or activities in sports matters, which are considered of public utility or social interest, provided that they are not included in any of the activities defined in the different bases for subsidy calls, in accordance with the specific bases approved by the Local Government Board, on March 31, 2025. Second. Beneficiaries and requirements Non-profit entities or associations that are legally constituted and domiciled in the municipality of Castelló d'Empúries and that develop sports activities for the benefit of their residents and that meet the requirements established in point 3 of the specific bases, may opt.Third. Application and submission deadline In compliance with article 14.2 of Law 39/2015, of October 1, on the common administrative procedure of public administrations (LPAC), non-profit citizen entities and stable groups (groups of natural persons) must submit subsidy applications through the electronic headquarters. The documentation that must be submitted is that established in point 4.3 of the specific bases. The deadline for submitting applications will be from the day following the publication of the call in the Official Gazette of the Province of Girona and throughout the entire year, subject to existing budget availability. Fourth. Assigned budget credit and maximum total amount allocated The subsidies subject to this call are financed from budget item number 14 340 48050 "Subsidy for sporting events and activities", of the municipal budget corresponding to the year 2025 and a maximum of €20,000.00 is allocated.Fifth. Activities subject to the subsidyThe subsidized activities must correspond to the scope of activity of the Sports Department of the Castelló d'Empúries City Council and fall within the types detailed in point 1 of the specific bases.Sixth. Allocation criteria, competent bodies and procedureThe criteria for the allocation of subsidies and the competent bodies are those established in points 7 and 8, respectively, of the specific bases. The ordinary procedure for granting subsidies will be processed on a competitive basis by comparing the applications submitted. The instruction of the procedure will correspond, in any case, to the Sports Area. The resolution of the concession will correspond to the competent body of the City Council depending on the amount subsidized in accordance with articles 21 and 22 of the Local Regime Bases Law 7/1985.Seventh. Resolution and notification periodThe resolution of the applications submitted will be made by agreement of the Local Government Board, which will be adopted within a maximum period of 3 months from the presentation of the application and will be done in accordance with article 25 of Law 37/2003, of November 17, general on subsidies. Without prejudice to the foregoing and the City Council's obligation to expressly resolve all requests submitted, once 6 months have passed since the start of the procedure without the interested parties having received notification of the resolution, it will be understood that the request has been rejected due to administrative silence. Eighth. Project execution period, acceptance of the subsidy and obligations The projects presented must be developed from January 1 to December 31 of the corresponding fiscal year. Ninth. Payment method and justificationThe processing of the payment of the subsidies will begin upon presentation of all the documentation required in the call and after the resolution of the Local Government Board. The advances, payments on account and the justification of the subsidies received are established in point 11 of the bases. Tenth. Monitoring and evaluationAny essential modification to the project must be communicated to the Castelló d'Empúries City Council. The Castelló d'Empúries City Council may carry out audits or other checks on the entities that have received a subsidy. Eleventh. Final provisionIn everything not provided for in this regulation, Law 38/2003 of November 17, general on subsidies, the General Ordinance regulating the granting of subsidies of the City Council will apply.
