First. - Beneficiaries. 1. Municipalities, minor local entities, associations of municipalities, provincial councils, as well as supra-municipal consortia for the provision of municipal waste collection and transport services, which have their own legal personality and act as representatives of a municipality or association under the agreement of delegation of powers, within the scope of the Autonomous Community of Extremadura that intend to carry out any of the actions included in Annex I hereto, will be considered as beneficiary entities. decree, according to the conditions established in these bases. 2. In the event that the requesting entity is a community of municipalities, it must comply with the requirements established in Law 17/2010, of December 22, on Associations and Minor Local Entities of Extremadura. 3. The beneficiary entities are subject to the obligations established in article 22 of this decree. Second. - Object. With this call for aid, intended for the local administration, for the years 2025 and 2026, under a competitive competition regime, the implementation of composters will be subsidized, for the municipal treatment of the organic fraction collected separately, in local entities with less than 1,000 inhabitants of the Autonomous Community of Extremadura. Third. - Regulatory bases. The call is governed by the rules contained in DECREE XX/2025, of , which establishes the regulatory bases for public subsidies intended for local administration for actions aimed at improving municipal waste management in the Autonomous Community of Extremadura and approves the first call for aid, financed under the Recovery, Transformation and Resilience Plan - Financed by the European Union - NextGenerationEU. Fourth.- Amount. Line 3. Aid for the implementation of composters, for the municipal treatment of the organic fraction collected separately, in local entities of less than 1000 inhabitants of the Autonomous Community of Extremadura. Total amount of the aid called, for this aid line: 500,000 Euros charged to the budget application G/354A/760.00. 120060000, project 20240454, Fund MR05C12I03, with a co-financing rate to the Government of Extremadura of 100%, included in the Recovery, Transformation and Resilience Plan, financed by the Recovery and Resilience Mechanism, within the “Ecological Transition” Axis, policy lever V “Modernization and digitalization of the industrial fabric and SME, recovery of tourism and promotion of an entrepreneurial nation in Spain” Component 12 “Industrial Policy Spain 2030”, Investment C12.I3 “Support plan for the implementation of waste regulations and the promotion of the circular economy” and approved by the Sectoral Environment Conference, at its meeting on April 14, 2021 and June 20, 2022, where the objective distribution criteria and the territorial distribution of the credits have been approved budgetary agreements between the Autonomous Communities and Cities with Statute of Autonomy, aimed at carrying out the investment project related to the Plan to support the implementation of waste regulations, Circular Economy Program and Plan to Promote the Environment - PIMA Waste.
