Official description of the call

In accordance with the provisions of art. 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the Call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdnstrans/es/index) FIRST. Object. Aid is called to address and prevent situations of exclusion derived from energy poverty by supporting young housing and contributing to maintaining the habitual residence in minimum habitable conditions, improving health, thus avoiding the social exclusion of young people who cannot afford the cost of energy supplies. SECOND: Beneficiaries. Persons who, at the time of submitting the corresponding application, comply with the regulations generally established in the General Ordinance regulating subsidies of the Fuenlabrada City Council, and the following specific requirements may be beneficiaries of the aid: 1. Be between 18 and 35 years old (both included). 2. Be the holder of the rental contract for the home (individual or shared) for which the subsidy is requested or be the owner of a home in the municipality of Fuenlabrada and be living in it. 3. Be registered in the housing object of the subsidy in the municipality of Fuenlabrada for at least 3 uninterrupted months at the time of the application. 4. The Income for the 2023 financial year of the people who make up the Coexistence Unit (people registered in the housing object of the subsidy over 18 years of age) may not exceed, in any case, five (5) times the annual IPREM of twelve payments (€36,000), to be able to be a beneficiary of this call. These amounts may be increased in the event that the update of the Multiple Effects Public Income Indicator (IPREM) for the year 2025 is approved and published prior to the resolution of the requested aid. 5. That the supply contract or the payment of consumption corresponds to the habitual residence of the applicant, which will be presumed to be the one determined by the registration. 6. Be up to date with payments with the Fuenlabrada City Council, as well as in compliance with fiscal and tax obligations with the Social Security and Tax Agency. 7. Not having a family relationship with the landlord, up to the second degree of consanguinity or affinity. 8. People who hold the status of usufructuaries of the home may not be beneficiaries of this call for aid. Only one person for each home may be beneficiaries of the aid. In the case of shared housing, only those who have the supply contract in their name and have the payment receipts for the aforementioned supplies can be beneficiaries of the aid. There can only be 2 beneficiaries per home in the event that the electricity and gas supplies are domiciled or owned by 2 different people, as long as both are residents in the home. THIRD. Eligible expenses: The aid will be used to subsidize the expenses of invoices issued and paid for electricity and/or gas, including VAT, from September 14, 2024 to September 12, 2025 or from the date of signing the rental contract or deed of sale, if this is later, and until the date of the last contribution of documentation to the file. The maximum limits in amount and percentage are established in the seventh clause of the bases, and are as follows. ¿ One thousand two hundred euros (€1,200.00) for cohabitation units whose annual gross income is up to three and a half times the annual IPREM of 12 payments (€25,200), paying up to seventy percent (70%) of the invoices. This income group will have priority for the payment of this subsidy, being distributed first among the applicants who were in this income bracket. ¿ Nine hundred euros (€900.00) for cohabitation units whose gross annual income exceeds three and a half times the annual IPREM of 12 payments and is less than or equal to five times the annual IPREM of twelve payments (€36,000). In this group of incomes, up to fifty percent (50%) of the invoices presented may be subsidized. ROOM. Regulatory bases.
