Official description of the call

First. Purpose: The purpose of this call is, in accordance with the provisions of Chapter III of the bases for the execution of the budget of this Provincial Council for 2025, the granting of subsidies to municipalities and local autonomous entities (ELAS) of the Province of Granada to finance investments included in the following lines of action: Line 1: Municipal roads Line 2: Paving of urban roads Line 3: Urban infrastructure in cave housing neighborhoods Line 4: Cemeteries and funeral homes Line 5: Cultural buildings Line 6: Health centers Local entities may only request the subsidy for a maximum of two lines of action. The local entities benefiting from the subsidies, in cases of execution of works, will fully execute the projects presented for which the subsidy is granted, that is, they will be responsible for drafting the projects, directing the works and contracting them. As these are specialized works, the direct execution of the actions by own means is not contemplated. The drafting of the projects and the management of the works will be eligible for subsidies and may be the subject of an independent contract. In any case, the amount of these expenses for technical fees may not exceed 10% of the total subsidy. Second. Beneficiary entities: Municipalities with less than 50,000 inhabitants and the ELAS of the Province of Granada may be beneficiaries according to data from the National Institute of Statistics as of 1/1/2024. Third. Regulatory bases: Agreement of the Government Board of May 19, 2025 and Bases for execution of the Budget of the Provincial Council of Granada. Room. Amount: According to the Fund Distribution Annex, the budget of the Provincial Council of Granada is for a total amount of €11,000,000.00 (VAT included). The total amount of the subsidy for each local entity may not exceed the predetermined amount in said Annex, although the expenditure actually executed may be higher than said amount, with the local entity being responsible for contributing the difference. Fifth. Deadlines for submitting applications and resolution: The deadline for submitting applications will be 20 business days, counting from the day following the publication of the extract of the call in the BOP of Granada. It will be presented at the electronic headquarters of the Provincial Council in a single file, in the specific procedure enabled for this (“Extraordinary investment call 2025”). Each local entity must submit the application, which will conform to the model in Annex 1, signed electronically. The lines of action will be specified in said Annex, with a maximum of two lines being able to be chosen and, within each line, several actions. The maximum period to dictate and notify the resolution of the procedure will be three months, computed from the day following the publication of the extract of this call in the Official Gazette of the Province of Granada. Electronic notification will be made to each local entity in the same electronic application file. Sixth. Payment regime 100% of the subsidy will be paid in the granting resolution of each local entity, depending on budget availability, for the amount requested, with the maximum limit determined in the Fund distribution Annex for each local entity. Said resolution will be adopted, prior to the mandatory reports, once the application has been examined and compliance with the requirements of the call has been verified. Seventh. Deadlines for execution and justification The deadline for execution of the subsidized actions will be between the date of granting and October 31, 2026. The deadline for justification of all the subsidized actions ends on December 31, 2026. Eighth. Information poster: During the execution of the actions that consist of works and until their completion or reception, an information poster will be installed in a visible place and next to the co-financed action. In the case of supplies, instead of the sign, a plate with similar information will be placed.
