Official description of the call
By Decree of the Mayor of June 6, 2025, the bases and the 2025 call for the application and granting of subsidies for rental housing in the municipality of Azpeitia are approved. The Azpeitia city council has for years not abandoned its objective of mobilizing empty homes, allowing access to rental homes to the most vulnerable groups, with rents adapted to people's ability to pay. These subsidies are included in the Strategic Subsidy Plan 2023-2025 of the Azpeitia City Council and approved by the Plenary Session of the City Council on February 7, 2023 (BOG March 1, 2023, no. 41), annex X - Subsidy line: aid for housing rental in the municipality of Azpeitia; first update approved February 6, 2024 (BOG March 11, 2024, #50); second update corresponding to fiscal year 2025 approved on December 17, 2024 (BOG January 30, 2025, no. 19). Against this agreement, which is definitive and puts an end to the administrative procedure, an appeal for reconsideration may be filed within a period of one month before the competent body for its approval, or an appeal may be filed directly before the Contentious-Administrative Court within a period of two months. The deadlines will be computed, in both cases, from the day following the publication of these bases. Bases and call for the granting of housing rental aid in the municipality of Azpeitia Article 1. Purpose. The purpose of this aid is to contribute part of the payment of rent for the home used as the habitual residence of different groups of the population: young people between 18 and 35 years old, people with reduced mobility disabilities and/or absolute invalidity, separated or divorced, people over 70 years of age and widowers who have a rental home or agree to do so before October 15 of the financial year 2025. Likewise, they will be able to access this aid, In situations duly justified by the Department of Social Services of the City Council, people who have the right to access supervised housing as long as this entity does not have the necessary means to resolve this situation. Those people who share a home may be beneficiaries as long as the rental contract is signed with each and every one of them. In such a case, each of the applicants will be considered as an independent coexistence unit, and the income (rent) will be computed on a prorated basis between each of the signatories of the contract. The subsidy will be made according to the conditions established in these bases, for the rental expense assumed by the beneficiary for a minimum of twelve months (start or extension of the contract period between October 16, 2024 and October 15, 2025) and as long as said conditions are maintained during said period of time. For the purposes of the provisions of these regulations, the rent corresponding to the garage, as well as those arising from contributions and excise taxes, are excluded from the concept of rent or eligible amount, even when they are expressly included in the corresponding contract. A fixed value of 30 euros per garage or contributions and taxes described in the previous paragraph will be deducted from the cost of the monthly rental when they are included in the rental contract and no express justification is provided for the monthly cost of each of them. In accordance with the approved bases, it is specified that within the maximum rental amount – €675.00 – all concepts to be taken into account when evaluating the request are included (for example community expenses...). Programs from other institutions. The rental aid programs approved by the Basque Government: the Gaztelagun program (published in the BOPV on May 6, 2022) as well as the aid program to promote the emancipation of young people Emantzipa (published in the BOPV on January 16, 2024; specifically, the approval of the call for the 2025 financial year published in the BOPV on March 31, 2025), will be priority to this municipal aid.
