Official description of the call
First. Beneficiaries Public sector organizations and entities that have the status of contracting authority and provide a public service of which they are owners may have the status of beneficiaries, the provisions of article 4 of the basic order being applicable. Second. Purpose. The purpose of the aid object of this call is the development and acquisition of innovative products or services by public buyers, through the CPI mechanism, in order to: a) Improve public services, in terms of effectiveness or efficiency; b) Improve innovation and business competitiveness, attracting funds for business R&D&I through contracting; c) Strengthen the commercialization of innovation by using the public client as a launching or reference client; d) Stimulate entrepreneurship and innovation, particularly among SMEs. Third. Regulatory bases. Order CIN/676/2023, of June 16, published in the BOE on June 23, 2023. Order CNU/561/2025, of May 26, which modifies Order CIN/676/2023, of June 16, published in the BOE on June 2, 2025. Fourth. Amount. The aid from the FID Line for the development of Public Innovation Procurement operations is given under a competitive competition regime, in accordance with the provisions of article 22.1 of Law 38/2003, of November 17, General Subsidies (hereinafter, General Subsidies Law). The actions for which aid is requested must have a minimum eligible budget of €3,000,000.00. The financing modality of the aid referred to in this call is a refundable advance co-financed by the FEDER. The maximum total amount of aid to be financed is €135,389,044.95 under the Spanish Pluriregional Program FEDER 2021-2027 Fifth. Application submission deadline. The application period will begin at 00:00:00 on September 15, 2025 and will end at 2:59:59 on September 30, 2025. Sixth. Other data. Applications will be submitted exclusively through the corresponding electronic form, available at the electronic headquarters of the Ministry of Science, Innovation and Universities. Only those applications duly submitted and signed by the legal representative using a qualified electronic signature will be considered. The electronic certificates that support these signatures must represent the entity or public employee, if applicable. Signatures supported by personal electronic certificates will not be accepted.
