Rules for granting subsidies to those activities that promote Basque in Zizurkil Purpose of the rules The purpose of these rules is to regulate the subsidies that are granted on behalf of programs managed by the Basque Language Service. These subsidies are detailed below: a) Subsidies for learning Basque in euskaltegis and barnetegis. b) Subsidies for the placement of establishment signs in Basque. Each subsidy is regulated, respectively, by Annexes I and II. ANNEX I SUBSIDIES TO LEARN BASQUE IN EUSKALTEGIS AND BARNETEGIS 1. Purpose of the subsidy The purpose of the subsidy is to encourage the participation of the citizens of Zizurkil in Basque courses. For this reason, the City Council will grant subsidies to those who are learning Basque in a euskaltegi or barnetegi. 2. Beneficiaries The beneficiaries of this subsidy will be those people registered in Zizurkil. Those who are learning Basque in the municipality, or those who are learning in any other euskaltegi or barnetegi, will be entitled to this subsidy. All those people who do not have the option to receive financial aid from HABE may apply for help at the Town Hall. Likewise, students at levels C1 and C2 may apply for aid, when the subsidy from the Zizurkil City Council is complementary to the aid granted by HABE. On the other hand, citizens in a vulnerable situation who want to learn Basque may receive an advance subsidy, after a technical assessment of said situation. 3. Requirements to be met People who wish to receive this subsidy must meet the following requirements: Be registered in Zizurkil. Have taken a Basque language course in a euskaltegi or barnetegi. Finish the course and have minimal achievement. Comply with at least 85% attendance. e) Not be subject to any of the causes of prohibition to obtain subsidies, indicated in sections 2 and 3 of article 13 of Law 38/2003 of November 17. f) Declaration responsible for finding the current tax and Social Security obligations on the application form. 4. Compatibility of aid These subsidies are compatible with subsidies granted by another public or private institution. In any case, there cannot be any type of over-financing. If this happens, the subsidy will be reduced up to the corresponding maximum limit. 1. The aid provided for in these bases will be compatible with subsidies granted by other Public Administrations or public and private entities that coincide in their purpose or in which the same purpose is contemplated. 2. In the case of competition with other aid, the amount of the subsidy may not exceed the cost of the subsidized actions. In this case, in order not to exceed said limit, the aid would be reduced under these bases. 5. Applications, documentation and submission deadline Subsidy applications must be submitted to the Zizurkil Town Hall until July 22, 2025, at 2:00 p.m. Once the subsidies have been approved, if the budget item has available credit, a new deadline for submitting applications will open, until October 31, 2025. The following documentation must be submitted along with the application: Application form, duly completed. b) Identity Document. c) Certificate issued by the Euskaltegi, where the following circumstances appear: amount paid for registration, initiation and completion level of the applicant after the course carried out. approval or not of the evaluations carried out by the euskaltegi. percentage of course attendance of the applicant. d) Declaration regarding subsidies requested from other administrations or other public or private institutions. Subsidies that have already been received must also be declared. The City Council will request from interested parties all the documentation it considers necessary to prove the veracity of what is expressed in the application.
