Official description of the call
Article 1.- Object The purpose of this grant is the granting of subsidies, under a competitive competition regime, whose purpose is to support the development and organization of summer activities organized by Educational Free Time Associations of Portugalete consisting of colonies, fixed summer camps and flyers. Actions derived from the organization and execution of summer camps and/or summer camps, fixed and flying, will be subject to subsidy, provided they meet the following requirements: They must be carried out between June 15 and September 10. They must include the gender perspective and the promotion of the use of Basque. Have a Director with a qualification issued by any of the recognized Training Schools for Leisure Time Specialists, or with an equivalent qualification in leisure and free time or socio-cultural animation, who must serve during the entire duration of the camp and will not be able to perform their function in two or more events simultaneously. That all of the attending monitors have a qualification issued by any of the aforementioned Schools, or with an equivalent qualification in leisure and free time or socio-cultural animation, and must also practice during the entire duration of the camp. Each camp or colony group will have a minimum of one monitor for every ten participants. That 100% of those monitored are volunteers. For all purposes, kitchen staff, assistants, stewards, etc. will not be considered monitors. The ages of the participants in the fixed camps and colonies will range between 7 and 25 years. Have a minimum duration of three days or two nights. Have, in the case of a colony or fixed camp, a minimum attendance of 12 participants and 6 participants in the case that they are aimed at groups of people with functional diversity, a minimum attendance that will be reduced to 8 and 4 participants in the case of flying camps. Comply with the provisions of Decree 170/1985, of the Department of Culture of the Basque Government, which regulates the regime of camps, colonies, work camps and children's and youth marches. The following are expressly outside the scope of application of these Regulations: Trips for mere entertainment as well as study trips. Summer sports campuses. In general, all those programs promoted by Entities that do not meet the requirements of Article 2 of these Regulations. Article 2.- Beneficiary entities 1. Associations that work within the framework of leisure and educational free time that meet the following requirements will be eligible for the subsidies regulated in these regulations: They are located and have their scope of action and registered office in Portugalete. That its statutes expressly state that its objective is developed in the field of childhood or youth. That they are constituted without profit motive. 2. Associations in which any of the circumstances provided for in Article 13 Sections 2 and 3 of Law 38/2003 occur will not be able to obtain the status of beneficiaries. Article 3.- Regulatory Bases and documentation to be submitted The general regulatory bases for the granting of subsidies for this call are those approved by the Municipal Plenary on February 28, 2023 and published in the Official Gazette of Bizkaia on March 15, 2023. The following documentation must be attached: Each association must submit a single application that will include the different batches of the activities subject to subsidy that it organizes. For the purpose of these regulatory bases, a batch is understood as each colony, fixed camp or flyer that is organized by the requesting association and complies with the requirements set forth in Article 1.2 of these regulatory bases. Interested associations must present the following documentation to the General Registry of the City Council or to the Citizen Information and Attention Office, addressed to the Area of Education, Youth and Sports: Application via official form (Annex I). For each batch that includes the application: — Annex II duly completed, attaching the documentation required therein. — Detailed plan or sketch of the location of the Camp or Colony and ways of access.
