Official description of the call

Article 17 of Law 2/2016, of April 7, on Local Institutions of the Basque Country, empowers the City Council to act in various areas under the applicable law. In accordance with article 17.1. 7) of the aforementioned Law, municipalities may exercise their own powers in matters of "organization, management, execution and discipline of urban matters" and article 17.1.8) to municipalities in matters of planning, promotion, management and complementary defense of the protection of the environment and sustainable development, including noise pollution, light pollution and protection against air pollution in urban centers. Within the framework of these powers, Law 20/1997, of December 4, for the Promotion of Accessibility, aims to promote by public authorities the adoption of the positive action measures necessary for effective compliance with the law, with the City Council promoting positive action measures to improve accessibility in investments in rehabilitation. For its part, Law 3/2015, of June 18, on Housing, states in its Explanation of Reasons that the rehabilitation of buildings and the regeneration of urban spaces is a priority public action in its relationship with the right of access to decent and adequate housing. Finally, Law 4/2019, of February 21, on Energy Sustainability of the Autonomous Community of the Basque Country, establishes in its Chapter II the obligation of the Basque Public Administrations to adopt effective measures to achieve the objectives of this Law. The Law provides for the development of sustainable energy action plans by local and provincial administrations and, specifically, its article 15 establishes promotion measures stating that the Basque public administrations, in the exercise of their powers and with the support and coordination of the department responsible for energy, they will promote the necessary measures to achieve the objectives of this law. Rehabilitation action must be promoted from a comprehensive perspective, from the areas of conservation, the improvement of energy efficiency and the integration of renewable energy sources (as a measure to promote the clean energy transition) and universal accessibility. Azpeitia City Council has been carrying out actions to improve accessibility in the urban environment for many years, and promoting aid to homeowners to improve accessibility in their residential buildings. To the conservation and rehabilitation actions of homes and buildings, challenges have been added that involve improving the accessibility and energy efficiency conditions of buildings. In the energy field, it is not just about reducing energy bills and emissions. A key element of the success of this new energy policy is to encourage people who own homes and buildings and/or who are recipients to invest in improving energy efficiency, since it provides economic value, comfort and improvement in quality of life in return for the investment effort. On the other hand, the renovation of homes and residential buildings can generate many opportunities, as well as far-reaching social, environmental and economic benefits. With the same intervention, healthier, more ecological and accessible buildings can be achieved. Investment in buildings can also provide a much-needed stimulus to the construction ecosystem and the economy as a whole, helping to advance the ecological transition and being environmentally sustainable. The object of this call is the granting of aid for the conservation and comprehensive rehabilitation as well as improving the accessibility and energy efficiency of homes and buildings. These aids have been included in Azpeitia's Strategic Subsidies Plan 2023-2025, as required by article 8.1 of Law 38/2003, of November 17, General Subsidies. In addition to what is established therein, the Ordinance Regulating the Granting of Subsidies of the Azpeitia City Council and, in matters not provided for in them, Law 38/2003, of November 17, General Subsidies and the Regulation approved by Royal Decree 887/2006, of July 21, will apply to the subsidies object of these bases.
