PUBLIC CALL FOR SUBSIDIES TO SUPPORT THE SELF-EMPLOYED IN ZARAGOZA AT THE START AND RELEASE OF ACTIVITY 2025

Official description of the call

FIRST. PURPOSE OF THE CALL The purpose of this call is to subsidize the start and renewal of activity in self-employment business initiatives in the city of Zaragoza, enhancing the competitiveness of the local business fabric. For the purposes of this call it will be understood: A) Entrepreneurial Initiative: start of business of all those entrepreneurs who register as Self-Employed between 01/01/2025 and 10/31/2025 and meet the requirements defined in the Fourth base. B) Release of activity: all those entrepreneurs who register between 01/01/2025 and 10/31/2025 as Self-Employed to assume the transfer or sale of a business or activity and who meet the requirements defined in the Fourth base. SECOND. OBJECTIVE OF THE CALL The objective of the call is to promote the self-employed entrepreneur in the beginning of his business activity and to carry out actions aimed at the replacement of business activity, the maintenance and survival of business projects from different sectors, in the territorial area of ​​the municipality of Zaragoza. THIRD. BUDGET The amount planned as an expense for this call amounts to 300,000 euros, which can be met with the budgetary application of the Municipal Budget for the year 2025: FOM 2411 77000 Self-employed and microenterprise support line. QUARTER. BENEFICIARIES People who have registered as self-employed in the year 2025 before the date of application for the subsidy or who are going to be self-employed after the publication of this call and before 10/31/2025 may be beneficiaries. The self-employed must have a registered office in the municipality of Zaragoza, and have or will have at least one work center in the municipality of Zaragoza. The address of the workplace must be attached to the application. Self-employed persons who succeed the owner of a business activity carried out in Zaragoza may also be beneficiaries, provided that it involves the maintenance of an establishment open to the public that would otherwise have closed. Requirements: - Registration between January 1, 2025 and October 31, 2025) in the special regime for Self-Employed Workers or Mutual Insurance of the corresponding professional association and registration in the Census of Professional Entrepreneurs and Retainers (form 036/037). - That you are in possession of a business plan for the projected activity. - That the economic activity proposed by the self-employed person is newly created, modification or expansion of already existing activities is not permitted, nor the opening of branches of similar activity of existing companies. - That the property where the activity begins may be an office, commercial space, or workshop, with an independent entity; it may not be part of a premises, nor part of a family home, nor a space shared with another economic activity. - That the economic activity for which the subsidy is requested must remain registered as self-employed and registered in the Census of Professional Entrepreneurs and Retainers for at least 2 years from the aforementioned registration. - Only one grant per beneficiary will be awarded. - Not be subject to any of the prohibition circumstances to access subsidies indicated in arts. 13.2 and 13.3 of Law 38/2003, of November 17, General Subsidies - Be up to date in compliance with your tax obligations with the State Treasury (AEAT), with the General Treasury of Social Security (TGSS), with the Autonomous Community of Aragon and with the City Council of Zaragoza. Specific requirements for the change of activity: - The purpose of the plan will be the planning, adaptation and preparation of the process of change of economic and/or commercial activity. - That the transition is motivated by the situation of permanent total, absolute or severe disability, due to retirement or death of the person who owns the business or due to unexpected circumstances duly accredited. - That the business being transferred is older than 3 years from the date of registration in the special regime for self-employed workers of its new owner. - That the new owner maintains the same activity of the transferred business and in the same premises for at least 2 years. - That no more than 6 months have passed since the closure of the economic activity to take place, or that it had not ended at the time of the transfer, assignment or sale of the business. - That the
