Official description of the call

First: Beneficiaries To be able to participate in this Call, the applicant Entities must meet the following requirements: - Be legally constituted as associations or entities at least one year before the date on which the granting of the subsidy is requested. - Lack of profit-making purposes and have among its purposes the development of solidarity activities. - Have known and permanent representation in Villena that assumes direct responsibility for the presentation and monitoring of the project, even if it belongs to another NGO. - Guarantee your experience in the field of international solidarity through the presentation of an activity report. - Commitment not to allocate more than 5% of the aid granted to the management and administration chapter of the project. - In the case of a group of several entities, the agreement of each of them that designates the development NGO that will act as representative of the group before the local administration. - Be up to date with your obligations with the State Tax Agency, Social Security and the local municipal Treasury. - Have justified, where appropriate, the subsidy granted in the 2019 or previous annuities, or have formalized express waiver thereof. - Have non-governmental organizations, municipal entities or organized communities as local counterparts that guarantee experience in development work and its continuity. - Not be subject to any of the circumstances that prevent obtaining the status of beneficiary indicated in article 13 of Law 38/2003, General Subsidies. Second: Purpose The purpose of these rules is to regulate the granting of subsidies, on a competitive basis, which will be granted in the year 2025 by the Villena City Council, and which are intended to contribute to the work that development NGOs carry out in structurally impoverished countries and populations, whose purpose is to contribute to the eradication of poverty, the reduction of extreme inequality, sustainable human development, and the defense of the fundamental rights of people, in accordance with the guidelines of achievement of the Sustainable Development Goals (SDGs), which make up the new 2030 Agenda for Sustainable Development. All of this, through the partial financing of development or emergency aid projects that are carried out in the period between October 1, 2024 and September 30, 2025. Third: Regulatory bases The procedure for granting, justification and supervision of the subsidies provided for in these bases will be that of competitive public competition, through a public tender, and will be governed by its own clauses and the provisions of the following regulations, in addition to what is provided for. on these bases: - Law 38/2003, of November 17, General Subsidies. - Royal Decree 887/2006, of July 21, which approves the General Regulation of Subsidies. - Law 39/2015 of October 1, on the Common Administrative Procedure of Public Administrations, hereinafter LPACAP. - Royal Legislative Decree 2/2004, of March 5, which approves the Consolidated Text of the Law Regulating Local Treasury, in its art. 189. - Royal Decree 794/2010, of June 16, which regulates subsidies and aid in the field of cooperation for the purposes of their adaptation to the specific characteristics of Local Corporations. - ORDER 2/2021, of May 26, of the Department of Participation, Transparency, Cooperation and Democratic Quality, which establishes the regulatory bases and the procedure for granting subsidies in matters of international development cooperation. - Law 1/2023 of February 20, on Cooperation for Sustainable Development and Global Solidarity. - General Ordinance on Subsidies of the Villena City Council, published in the Official Gazette of the province of Alicante number 112 dated 06-13-2018. Fourth: Amount For the financing of this call, the maximum amount of €30,000.00 is established, charged to item 1/231/48910 “International Cooperation Aid” of the municipal budget for the year 2025. The amount of the subsidy may subsidize 100% of the budget of the project presented, up to a maximum of €10,000.00, the rest must be covered with contributions of the entity itself,
