Official description of the call
Article 1. Object. The purpose of this call is the granting of aid to cover the maintenance expenses of the habitual residence corresponding to water consumption (excluded rates) and expenses related to the insurance of the home, all of them referring to the year prior to that of the call; in accordance with the provisions of article 22.2 c) and 28.3 of Law 38/2003, of November 17, General Subsidies. The habitual residence will be determined by the registration. Article 2. Regulatory bases. The regulatory bases for the granting of financial aid to residents of the municipality of Portugalete who have limited resources have been approved by the Plenary Session of the Portugalete City Council, in an ordinary session held on May 30, 2024 (BOB No. 112 dated June 11, 2024). Article 3. Beneficiaries. People registered in the municipality of Portugalete, with limited economic resources, who meet the requirements established in the following articles, may benefit from the aid. Article 4. Requirements of the beneficiaries. 1. - Be a resident of Portugalete, with a minimum seniority in the municipal registry of inhabitants of one year, at the time of submitting the application for this aid. 2. - Maintain effective residence at the address indicated in the aid application, which must correspond to that of the invoices and receipts issued that are the subject of said aid, at the time of submitting the application. 3. - Not exceed, in terms of net family income for any reason, the maximum amount that a family can receive, according to criteria established in the regulatory bases of this aid (BOB no. 112 dated June 11, 2024), and which is detailed below: No. of members of the Coexistence Unit amounts in Euros per year In general Pensioner type 1 20,367.36 23,368.56 2 26,153.28 29,210.64 3 or more 28,930.80 31,547.52 4. - Not having, with the exception of the habitual residence, garage and storage room, assets of significant value, of any kind. It will be understood that assets of significant value are available when the sum of the value of the assets belonging to the members of the family unit, in their economic value, exceeds the following amounts: No. of members of the Coexistence Unit Capital value in euros On a general basis Pensioner type 1 40,734.72 46,737.12 2 52,306.56 58,421.28 3 or more 57,861.60 63,095.04 5. - Persons who meet any of the circumstances provided for in article 13.2 of Law 38/2003, of November 17, General Subsidies, cannot be beneficiaries of these subsidies. 6. - People who are not up to date with their tax or Social Security obligations imposed by the current provisions cannot be beneficiaries of these subsidies, in the manner established in articles 18 and 19 of Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General of Subsidies. Article 5. Amount of aid. The municipal aid granted will have a maximum amount of €250, corresponding to water consumption (taxes excluded) and expenses related to housing insurance, all of them referring to the year prior to the call for applications; paid by the holders of the aid, or their spouses or de facto partners. Financial aid will be limited, in any case, to the budget allocation. In the event that the amounts requested exceed the budget for the current year, the following measures will be adopted: First, reduce the amount to be granted to each applicant, without the reduction exceeding 30% of the maximum amount. Secondly, and in the event that budget availability continues to be exceeded, priority will first be given in the grant to women who head a single-parent household. That is, households made up of the legally separated mother or without a marriage bond, the minor daughters and sons, and judicially incapacitated adults who, exclusively, live together and are economically dependent on her. Finally, if budget availability continues to be exceeded, priority will be given in the concession to those family units that, due to the application of the established criteria, result in less economic income.
