Official description of the call
First. Beneficiary entities. Entities that may benefit from the aid, in accordance with article 7 of the call, may include public research organizations, public and private universities, public and private non-profit health entities and institutions, accredited health research institutes, Technology Centers and Technological Innovation Support Centers, and other public and private non-profit R&D&i centers. The R&D centers referred to in the fourteenth additional provision of Law 14/2011, of June 1, on Science, Technology and Innovation, and the public R&D&I centers for agricultural or food research dependent on the Autonomous Communities, integrated into the INIA (CSIC)-CCAA system and other similar bodies that develop R&D&I activities may also be beneficiary entities. Object. The purpose of this call is to finance the implementation of research projects aimed both at promoting the generation and significant advancement of scientific knowledge and research of proven quality and at advancing towards the search for solutions to society's challenges. The research projects that are financed will be of the following modalities: a) "Non-Oriented Research" projects, without previously defined thematic orientation, whose main objective is to advance knowledge, regardless of the time horizon and the scope of application. b) "Guided Research" projects, which pursue the resolution of specific problems linked to the thematic priorities associated with the great challenges of society, of the State Plan for Scientific, Technical and Innovation Research 2024-2027. Likewise, actions aimed at training predoctoral research personnel may be financed through the completion of a doctoral thesis associated with the aforementioned research projects. Third. Regulatory bases. Order CIN/1025/2022, of October 27, which approves the regulatory bases for the granting of public aid corresponding to various programs and subprograms of the State Plan for Scientific and Technical Research and Innovation 2021-2023, whose management corresponds to the State Research Agency. Room. Amount. The maximum total amount of aid amounts to 700,000,000.00 euros, which will be allocated to budgetary applications equivalent, in the years 2026 and following, to the current 28,303,463B,750 of the General State Budgets, in accordance with budgetary availability. Fifth. Deadline and form of submission of applications. The deadline for submitting applications will begin on November 20 and end on December 16, 2025 at 2:00 p.m. (Spanish peninsular time). Applications for participation will be submitted in accordance with the procedure described in article 17 of the call. The completion and electronic submission of the application must be carried out through the electronic means enabled for this purpose on the website of the State Investigation Agency. Sixth. Evaluation of applications. Applications will be evaluated according to the following criteria: a) Quality and viability of the proposal. b) Quality and trajectory of the project components. c) Expected scientific, economic and social impact of the results. d) Adequacy of the requested budget. The description of the criteria and their sub-criteria, as well as their assessment and thresholds, are determined in Annex I of the call.
