Official description of the call
First. Beneficiaries The entities and organizations referred to in Art. 2 of the same and that, in addition to meeting the requirements indicated in art. 13 of the General Subsidies Law comply with those established in art. 8 of the call. Second. Purpose The purpose of this Call is the granting of subsidies under competitive competition, during the period 2025-2026, to Non-Governmental Development Organizations for the implementation of Cooperation and Solidarity Projects in developing countries and particularly in the most disadvantaged peoples of other nations and whose objective is the improvement of living conditions and the development of their own natural, technical and human resources, as well as the defense and promotion of rights. humans and fundamental freedoms. Projects aimed at carrying out actions or awareness campaigns in favor of solidarity with developing countries and activities whose objective is the extension of the values of peace, tolerance, solidarity and the defense of human rights carried out in the municipality of Oviedo may also be eligible for a subsidy. Third. Regulatory bases Annex to the General Subsidies Ordinance of the Oviedo City Council, the last modification of which was published in the BOPA of August 20, 2025. Fourth.- Amount The maximum total amount of aid to be granted will be €700,000.00 and will be financed from application 900 2317 48999, according to the following distribution for each of the years and lines to which the call is extended: Year Total amount Amount Line 1 Amount Line 2 2025 €350,000.00 €320,000.00 €30,000.00 2026 €350,000.00 €320,000.00 €30,000.00 The aid granted will be awarded up to the limit of credit available for each line of action and if there is a remainder in one of the lines of action, said surplus may be applied to the other line, as long as it is possible to subsidize another Entity with said amount. The amount of the subsidy, for programs/projects/activities associated with line 1, granted to each NGDO, through this call, will not, in any case, be more than 8% of the total budget allocated to it, nor less than €5,000.00, unless the beneficiary entity has requested a lower amount. The amount of the subsidy, for programs/projects/activities associated with line 2, granted to each NGDO, through this call will not, in any case, exceed €4,000.00. Likewise, the maximum percentage of indirect expenses, including management and administration expenses, that may be considered as eligible expenses will be 10% of the amount of the subsidy. The individualized amount of each subsidy will result from the application of the criteria indicated in art. 14 of the call based on the amount requested and taking into account the limits established in art. 5 of the same, as well as the priority number obtained in each of the lines based on the score awarded in accordance with the scale included in the art itself. 14. In any case, to ensure co-financing of the project, the subsidies granted may not exceed 80% of the cost of the project, and the rest must be financed with private contributions, taking into account that the justification of the subsidy must be made for the entire expense involved in the project. Fifth. Presentation deadline. 10 business days counting from the day following the publication of the extract of the call in the Official Gazette of the Principality of Asturias (BOPA). Sixth. Other data. Due to the multi-year nature of the subsidies, partial payments will be made for each of the annuities to which the call extends without requiring a guarantee, by virtue of the provisions of art. 34.4 of the LGS as well as in art. 42.2 d) and 88.2 of the General Subsidy Regulations. In the first year of which the call is extended, payment will be made at the time of the final resolution. In subsequent annuities, payment will be made after justifying the use of the funds corresponding to the previous annuity.
