Official description of the call

1.- Object.- The object of this Call is the granting of non-refundable subsidies that Surbisa approves and grants, in order to promote the rehabilitation and improvement mainly of residential buildings and their homes, as well as their accessibility and energy efficiency, included in the territorial areas whose management has been entrusted to it by the Municipal Plenary. These areas currently correspond to the Degraded Areas of B.º La Cruz, Grupo Zazpilanda, B.º Ferroviarios, Irala and the Historic Center of Irala, as well as the areas of application of the Special Rehabilitation Plan of the Casco Viejo and the Special Plan for Rehabilitation and Interior Reform of Bilbao La Vieja, San Francisco and Zabala and the Uretamendi neighborhood and District 2-Uribarri. All of them without prejudice to the fact that during the validity of these Bases the municipal plenary session may entrust Surbisa with the management of other areas of the municipality, in which case they would also be covered by these Bases, and without prejudice to the limitations that could be included in the Additional Provisions for the case of District 2-Uribarri and in the Transitional Provisions for the Degraded Area of ​​Olabeaga. The amount to be received is equivalent to the percentages and maximum amounts detailed in the Seventh Base as well as in each of the Additional Provisions from first to seventh, both inclusive. 6.- Place of presentation. Subsidy applications will be submitted, once completed and accompanied by the required documentation, at the Surbisa offices in Bilbao, c/Ronda nº06 (94-415.99.55). All this without prejudice to the electronic submission of the application when the regional rehabilitation regulations so require. 7.- Deadline for submitting applications and documentation to be submitted. The deadline for submitting applications to qualify for aid will remain open during the validity of the Bases and as long as the budget allocation that is published annually or in the extended one, if applicable, is not exhausted. Once the annual allocation has been exhausted, new applications may be submitted, although they will be resolved in the next year with a budget allocation. In any case, the submission of the application must occur before the start of the works. Along with the aid application form that includes the duly signed “responsible declaration”, the documentation indicated in Regulatory Base 8.3 must be provided. 8.- The concession procedure, its deadlines, intervening bodies, resources and other requirements to take into account are those included in the Regulatory Bases. 9.- Other data. These subsidies are complementary to those provided for in the Order of July 21, 2021, of the Minister of Territorial Planning, Housing and Transport, on financial measures for protectable actions regarding rehabilitation of homes and buildings, accessibility and energy efficiency (BOPV of 09.09.2021), so the provisions therein must also be complied with.
