First. Beneficiaries The following natural persons will be entitled to this aid: The father or mother, by natural or adoptive affiliation, not excluded or deprived of parental authority. In the event that mothers and fathers have been excluded or deprived of parental authority, the beneficiary will be the one who holds parental authority, as long as they meet the required requirements.
