Official description of the call

BDNS (identif.): In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, general on subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database https://www.infosubvenciones.es/bdnstrans/GE/es/convocatoria/xxxx First. Beneficiaries and requirements 1. The following may be eligible for the aid provided for in article 3 of the order: a) Natural or legal persons, or entities without legal personality, owners of beekeeping farms, including those who are members of shared ownership farms contemplated in Law 35/2011, of October 4, on shared ownership of agricultural farms, with the exclusion of administrations or public sector entities. It will be a requirement to obtain the aid: 1. Be carrying out the beekeeping activity prior to January 1 of the year of submission of the aid application, with the exception of those who began the activity through a change of ownership of farms in a state of registration prior to that date. Furthermore, the creation of associative figures or legal entities made up of beekeepers who were beekeepers who were beekeepers before January 1 of the year of submission of the application, or the creation of shared ownership farms in which one of the members was a beekeeper prior to that date, will be exempt from the previous requirement. In the case of mergers of existing operations, the start date of the activity will be considered to be that of the owner with the greatest seniority. 2. Be the owners of a farm with more than 15 hives in the case of beekeepers who request help individually, and with more than 50, if they request help to carry out transhumance, whether or not they are self-employed workers. 3. Carry out at least one treatment per year against varroosis, in accordance with the provisions of Royal Decree 608/2006, of May 19, which establishes and regulates a National Program for the fight and control of honey bee diseases. 4. Have civil liability insurance for the hives. 5. Comply with the provisions contained in Royal Decree 209/2002, of February 22, which establishes rules for the management of beekeeping farms. 6. Have completed the mandatory annual census declaration referring to December 31, 2025 before March 1, 2026. Abandoned apiaries and dead hives will not give the right to collect aid. b) Groups of beekeepers, to the extent that their members or associate beneficiaries of the aid meet the requirements established in letter a) above. Furthermore, to be beneficiaries, the aid request must include at least 1,500 hives. 2. Aid may only be requested for the execution of a specific action on the same hive, once per beekeeping campaign, regardless of whether the person requests this aid individually or as a member of a cooperative or group of producers. However, beekeepers included in the aid application submitted by a group of beekeepers, whether for one or more actions, will not be able to request aid as members of another group. If this is the case, only that beekeeper will be taken into account in the request of the group of beekeepers that includes him or her as a beneficiary in that action that occupies first place in accordance with the priority order established in article 10.1 of this aid order. 3. An applicant who is proven to have artificially created the conditions required to meet the admissibility or priority criteria established in Royal Decree 906/2022, as established in article 62 (relating to anti-evasion measures) of Regulation (EU) 2021/2116, of the European Parliament and of the Council, of December 2, 2021, may not be considered a beneficiary person. Second. Object 1. This order aims to establish, under a competitive competition regime, the regulatory bases for aid aimed at improving the general conditions of production and marketing of bee products, within the framework of the Beekeeping Sector Intervention included in the National Strategic Plan of the Common Agricultural Policy (CAP) of the Kingdom of Spain 2023-2027 and to proceed with its call.
