CALL FOR THE GRANTING OF SUBSIDIES FOR THE CARRYING OUT OF ACTIVITIES AND FESTIVE EVENTS ORGANIZED/CARRIED OUT BY THE NEIGHBOR ASSOCIATIONS OF THE CITY OF HUESCA FOR THE YEAR 2026

Official description of the call

First. Beneficiaries: Associations for the defense of the interests of the neighborhood of each district of the city, which, without profit motive, are legally constituted and duly registered in the Municipal Registry of Associations, with headquarters in the city, may be beneficiaries of these subsidies. This includes Federations of Neighborhood Associations that bring together associations of these characteristics for projects that extend to the municipality. In addition, they must be up to date with their tax obligations, with social security and with the Huesca City Council, not have any pending refund procedure, and not be subject to any prohibition of those provided for in article 13 of Law 38/2003, of November 17, General of Subsidies. In the event that the subsidy is requested for the same destination and purpose as in previous years, it must prove the completion of the activity, by means of a responsible declaration - Annex 7 -, according to Legislative Decree 2/2023 of May 3, of the Government of Aragon, which approves the consolidated text of the Aragon Subsidies Law. Second. Purpose: The purpose of this call is to regulate the granting of subsidies under a competitive competition regime in accordance with Legislative Decree 2/2023 of May 3, of the Government of Aragon, which approves the consolidated text of the Aragon Subsidies Law, for activities and projects carried out by the Neighborhood Associations of the city of Huesca for the defense of neighborhood interests in the different neighborhoods, during the year 2026. It is included in strategic line 1 of the Strategic Subsidies Plan of the Huesca City Council 2025/2028. The activities and projects whose subsidy is intended must be of social interest in the sense of promoting the relationship between the neighborhood, the cohesion of Huesca and its neighborhoods, as well as the promotion of culture, civility, the environment and citizen participation. This call regulates the granting of subsidies for the organization and implementation of festive events in urban neighborhoods, as well as events that favor neighborhood participation processes in the corresponding district of the city of Huesca by Neighborhood Associations, as well as development projects of their federative groups for the sake of neighborhood cohesion, associative promotion and work and coordination plans for the entire municipality and in supra-municipal relations from a neighborhood point of view, during the year. 2026. Neighborhood Associations that defend sectoral interests are expressly excluded from this call, as well as neighborhood associations in rural neighborhoods with a unique character (former incorporated Municipalities) that are the subject of a specific call in strategic line 4 of activities to promote culture, leisure and festivals. Third. Regulatory Bases: This call is made in accordance with the provisions of the General Ordinance by which the Regulatory Bases are approved for the granting of Subsidies by the City Council of Huesca and its dependent entities published in the Official Gazette of the Province of Huesca, nº239. December 19, 2017. Fourth. Amount: The maximum budget credit for these subsidies is 45,600 euros (Forty-five thousand six hundred euros) attributable to item 15 92401 48000 Neighborhood Associations. Other transfers, from the City Council's budget for the financial year 2026. The amount will be distributed in two modalities, namely: a.- Development projects that prioritize a district/neighborhood, for an amount of €35,600. Singulares.b.- Development projects that extend to the entire municipality from neighborhood associations in a federative manner as a tool, €10,000. Federations of neighborhood associations will participate in this modality for this call. Fifth. Submission deadline: The call will be published in the National Subsidies Database (BDNS), an extract of the call in the Official Gazette of the Province of Huesca, on the Notice Board of the Huesca City Council and on the municipal website (www.huesca.es). The deadline for submitting applications will be 20 business days – Monday to Friday – counted from the publication of the extract of the call in the Official Gazette of the Province of Huesca.
