First. Beneficiary entities. Entities that, on the date of submission of the application and after the application, meet the requirements established in Decree 48/2017, of July 25, which regulates the direct granting of subsidies to finance humanitarian and emergency action projects, may apply for this call for aid. Second. Object. The purpose of this resolution is to publish the budgetary credit available during the 2026 financial year, under a direct concession regime, to meet the economic obligations derived from financial aid to finance humanitarian and emergency action projects. Third. Regulatory bases. Decree 48/2017, of July 25, which regulates the direct granting of subsidies to finance humanitarian and emergency action projects (DOCM no. 151, of August 4, 2017). Room. Financing. 1. The budget credit available for the financial year 2026 amounts to 427,390.00 euros and will be allocated to the budget application 27.12.313F.48119 and to the PEP element JCCM/0000026682, of the General Budgets of the Community Board of Castilla-La Mancha for 2026. 2. The maximum subsidy to be granted It may be 100% of the total cost of the project and the maximum individualized amount for each subsidized project will not exceed 30,000.00 euros per application. Fifth. Application, place and deadline for submission. 1. Applications will be addressed to the head of the Vice-Ministry of Social Services and Benefits of the Ministry of Social Welfare and must be submitted electronically with an electronic signature by the beneficiary entity using the model enabled for this purpose at the electronic headquarters of the Administration of the Community Board of Castilla-La Mancha at the following address: http://www.jccm.es, which will be noted in the electronic record. 2. A single application will be submitted per project and entity or group of entities, which can be extended to two applications, in the event that the first application submitted has not been resolved favorably. Exceptionally, a second application may be submitted by an entity that has already obtained a subsidy to carry out a humanitarian action project, in those cases in which a serious and unexpected emergency has occurred in one of the countries referred to in article 4 of Decree 48/2017, of July 25, no applications have been submitted by other entities or the magnitude of the emergency requires the greatest number of possible interventions. The project form and any original documents that may be necessary will be digitized and presented as annexes to the application through the aforementioned electronic office. To facilitate the electronic processing of the file, the requesting entity will register on the electronic notifications platform of the Junta de Comunidades de Castilla-La Mancha at the following address: https://notifica.jccm.es/notifica. Applications submitted by means other than those indicated above will not be accepted for processing and all documentation generated by the grant granting procedure will be carried out through the electronic office. 3. The deadline for submitting applications will begin the day following the publication of this resolution and its extract in the Official Gazette of Castilla-La Mancha and will end on October 31, 2026. Sixth. Method of payment. 1. The subsidies granted under this resolution and Decree 48/2017, of July 25, will be made effective in a single issue corresponding to 100% of the amount of the subsidy awarded, through advance payment within thirty days following the issuance of the resolution granting the subsidy. The amount of the subsidy granted will be deposited into the bank account that the beneficiary entity indicates in the application, and a digitized receipt of the deposit into said account must be attached to the file through the electronic headquarters. In the event that the amount of the subsidy is transferred totally or partially to another bank account, this will be reported and the digitalized receipt of the transfer of funds will be attached to the file through the electronic headquarters. 2. Payment of the subsidy cannot be made as long as the beneficiary entity is not up to date with its obligations.
