Official description of the call
First. Beneficiary entities. The entities to which the centers or units defined in Annex I, sections 2 and 3, of the call belong and that are included in the following list may be beneficiaries of the aid: a) Public research organizations. b) Public and private universities. c) Other public R&D centers and private non-profit R&D&I centers. Second. Object. The purpose of the call is to promote the institutional strengthening of existing centers and units of excellence in our country through the accreditation of research centers such as the "Severo Ochoa Center of Excellence" and research units such as the "María de Maeztu Excellence Unit" and the financing of their strategic plans. Likewise, actions aimed at training predoctoral research personnel associated with priority lines of research that are developed in the aforementioned strategic plans will be financed. Third. Regulatory bases. Order CIN/1025/2022, of October 27, which approves the regulatory bases for the granting of public aid corresponding to various programs and subprograms of the State Plan for Scientific and Technical Research and Innovation 2021-2023, whose management corresponds to the State Research Agency. Room. Amount. The maximum amount destined to finance this call amounts to 80,000,000.00 euros, which will be attributed to budget application 28,303,463B,750 of the General State Budgets in the years 2027 and following, or equivalents that replace it, in accordance with budgetary availability. The individual amount of each aid for the financing of strategic plans or programs will be 4,500,000.00 euros in the case of an accredited "Severo Ochoa Center of Excellence" and 2,250,000.00 euros in the case of an accredited "María de Maeztu Unit of Excellence." The individual amount of aid for actions for the training of predoctoral research personnel will be 140,350.00 euros. Fifth. Form and deadline for submitting applications. The deadline for submitting applications will begin on May 27 and end on June 17, 2026 at 2:00 p.m. (Spanish peninsular time). Applications for participation will be presented in accordance with the procedure described in article 14 of the call resolution. The completion and electronic submission of the application must be carried out through the electronic means enabled for this purpose on the website of the State Investigation Agency. Sixth. Evaluation of applications. Applications will be evaluated in two phases according to the following criteria: a) First phase: Scientific-technical quality of the researcher. b) Second phase: Report of scientific activities and strategic plan. The description of the evaluation criteria and sub-criteria, as well as their assessment and thresholds are determined in Annex II of the call.
