RULES THAT SHALL GOVERN THE CALL FOR PUBLIC COMPETITION FOR THE GRANTING OF SUBSIDIES TO CITY COUNCIL OF THE PROVINCE FOR INTEGRATED MUNICIPAL CENTERS, WHICH MAIN OBJECTIVE IS DINING SERVICE AND WHERE CULTURAL AND SOCIAL ACTIVITIES WILL BE DEVELOPED, IN THE FINANCIAL YEAR 2026. This call appears included in the Strategic Subsidies Plan of the Provincial Council of Zamora, approved by the Corporate Plenary Session held on January 9, 2026 and will be governed by the general and minimum bases established in Law 38/2003, of November 17, General Subsidies, published in the B.O.E. No. 276, of November 18, 2003; Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies (BOE no. 176, of 07/25/2006), in Law 39/2015 of October 1, of Common Administrative Procedure of Public Administrations; in the Bases for the Execution of the 2026 Budget of the Zamora Provincial Council; in the Regulatory Ordinance of the Electronic Administration and in the General Subsidies Ordinance approved by the Plenary Session of the Provincial Council of Zamora, in a session held on April 2, 2004 published in BOP No. 60 dated May 19, 2004, and the following: SPECIFIC BASES FIRST.- BUDGETARY CREDIT AND MAXIMUM TOTAL AMOUNT OF THE GRANTS. The maximum total amount of this subsidy will amount to EIGHT HUNDRED THOUSAND EUROS (€800,000.00) and will be charged to budget item 41 231.1 462.01 - Town Councils Municipal Integrated Centers - Current transfers. Municipal Integrated Centers. (Social Welfare) of the General Budgets of the Corporation for the year 2026. The maximum attributable amounts may vary through the appropriate duly authorized budget modifications, and are conditional on the existence of adequate and sufficient credit. SECOND.- OBJECT, CONDITIONS AND PURPOSE OF THE GRANT OF THE GRANT. A public tender is called for the granting of subsidies for the financing of salaries and social security of the staff who provide the dining room service of the Integrated Municipal Centers, the catering service and the supply of food, both for those that are in operation and for those that are expected to open in the year 2026. The limit of eligible expenditure in the financing of the Provincial Council corresponding to the salaries of the staff will be, at most, that established in the current collective agreement for the Activity. of Hospitality, Cafés-Bars and similar in the province of Zamora. In no case will concepts not included in the aforementioned Agreement be eligible for subsidies above said limit. Those newly implemented Integrated Municipal Centers whose main objective is the dining room service will not be subsidized when the City Councils have other Integrated Municipal Centers with this service within their municipal area. In those cases in which the City Council has subcontracted the operation of the dining service of the Integrated Municipal Center, the provisions of Art. 16 of the General Ordinance of Subsidies of the Provincial Council and Art. 29 of the General Law of Subsidies must be observed, and 100% of the amount of the subsidy may be subcontracted and only the salary and social security expenses of the subcontracted personnel and the supply of provisions adequate for the normal functioning of the center will be eligible. dining room service. The granting of these subsidies seeks the cooperation of the Zamora Provincial Council in promoting the economic and social development of the provincial territory, in accordance with the provisions of the Local Regime Bases Law. THIRD.- REQUIREMENTS TO REQUEST THE GRANT AND METHOD TO ACCREDIT THEM. The City Councils of the Municipalities and Minor Local Entities of the Province of Zamora may request the subsidies regulated in these bases with up to 5,000 inhabitants. Applicants must also meet the requirements established in art. 7 of the General Subsidies Ordinance.
