Official description of the call

CALL FOR GRANTS TO FINANCE LEISURE-TIME ACTIVITIES, SPORTS, CULTURE, EDUCATION, YOUTH AND BASQUE. 1.- Object. The purpose of this call is to regulate the following subsidy concepts: - The granting, on a competitive basis, of subsidies intended to finance leisure activities, sports, culture, education, youth and Basque. The activities and programs organized by the entities during 2026 in the municipality of Zizurkil will coincide with the objectives of the culture, Basque, youth, sports and education departments of the Zizurkil City Council. These subsidies are regulated in the General Municipal Ordinance of the Zizurkil City Council of June 10, 2005 (B.O.G. 10-06-2005, No. 109) that regulates the subsidies. Equality will be guaranteed within the framework of Legislative Decree 1/2023, of March 16, which approves the consolidated text of the Law for the Equality of Women and Men and Lives Free of Sexist Violence against Women, specifically in its article 28 related to cultural activities. Both Law 10/1982, of November 24, on the normalization of the use of Basque, as well as Decree 19/2024, of February 22, on the normalization of the use of Basque in the Basque Public Sector, will be taken into account. Activities will be subsidized: a) Annual b) Specific Activities that, due to their special characteristics, have not been provided for in the annual program, will be specific. The department of culture and Basque, sports, education and youth will be in charge of classifying the activities as specific. 2.- Regulatory bases: These subsidies will be governed by: - Law 38/2003, of November 17, General Subsidies. - General Subsidy Regulations, approved by Royal Decree 887/2006, of July 21. - Law 20/2023, of December 21, Regulating the Subsidy Regime. - General Municipal Ordinance of the Zizurkil City Council of June 10, 2005 (B.O.G. 06-10-2005, No. 109) - Legislative Decree 1/2023, of March 16, which approves the consolidated text of the Law for the Equality of Women and Men and Lives Free of Sexist Violence against Women. - Law 39/2015, of October 1, on the Common Procedure of Public Administrations. - Law 10/1982, of November 24, on the normalization of the use of Basque. -Decree 19/2024, of February 22, on the normalization of the use of Basque in the Basque Public Sector. 3.-Budget allocation. The subsidies to be awarded through this call will be charged to the following budget items: - 1 0400.481.341.00.01 2026 (263): Sports (15,000 euros) - 1 0700.481.334.00.01 2026 (265): Culture (18,000 euros) - 1 1600.481.335.00.01 2026 (266): Euskara (2,500 euros) - 1 0300.481.326.00.01 2026 (1047): Education (5,000 euros). 4.- Eligible expenses Eligible expenses are considered those that respond to the nature of the subsidized activity and are carried out within the period established in the bases in accordance with the provisions of article 31 of Law 38/2003, of November 17, General of Subsidies. Pursuant to article 11.4 of the General Municipal Ordinance of the Zizurkil City Council of June 10, 2005 (B.O.G. 06-10-2005, No. 109), the following concepts will not be considered eligible: - Internal costs of administration, organization... - Costs of meals, dinners or other hospitality services, except those incurred in relation to the participants of the subsidized activity themselves, with exclusion of organizing members of said activity. 3. Concession procedure It is processed on a competitive basis. 4. Beneficiaries Individuals and/or private non-profit entities residing in Zizurkil and individuals or entities residing outside of Zizurkil will be eligible for these subsidies, when an appreciable part of their activity is carried out within the scope of the municipality or is considered of general interest to it. Persons or entities in whom any of the following circumstances occur may not be beneficiaries of subsidies, by virtue of the provisions of article 13 of Law 38/2003, of November 17, General Subsidies:
