BASES AND CALL FOR THE GRANTING OF INDIVIDUALIZED ECONOMIC BENEFITS

Official description of the call

1. Purpose of the call: Regulate the conditions, scope, granting procedure and monitoring instruments of individualized economic benefits – hereinafter, PEI – granted by the Náquera City Council, as well as other types of economic benefits of social need. 2. Concept of PEI PEI are benefits aimed at individual people or coexistence units in order to remedy a situation of urgent need or to alleviate the effects of specific circumstances that undermine their personal, social and economic autonomy. Thus, through this system the aim is to satisfy the basic needs and improve the quality of life of all those people who meet the requirements to access them.2. Aid may be granted on a periodic basis, when it covers recurring needs, or on a one-off basis, when it covers occasional needs.3. In general, actions carried out or acquisitions made prior to the request for aid may not be subsidized, without prejudice to the fact that, in exceptional situations and duly justified by the pertinent reports, expenses of this type may be covered. 3. Financing: The Náquera City Council will allocate to the PEI the financial allocation provided for this purpose by the Valencia Provincial Council. To justify the use of said funds, the provisions of the current agreement signed by both Public Administrations will be followed.2. In the event that these resources are insufficient, the corporation may contribute its own funds depending on budget availability.3. The total amount of the subsidies granted under this call amounts to 50,000 euros, and will be made effective from the budget application 231.4890 of the 2026 City Council Expense Budget and the credit approved for this purpose by the Corporation. 4. The following needs may be covered through social emergency PEI, among others: Basic energy supplies. This includes the concepts of water, electricity, gas and other sources of energy supplies, when your cohabitation unit is unable to meet the cost of minimum energy supplies to satisfy domestic needs, or when you are forced to allocate an excessive part of your income to pay the energy bill for your home. Preferably, payment will be made directly to the supply company. Use of the habitual residence lIts purpose is to pay the expenses that are necessary for the use and maintenance of the habitual residence, as well as to facilitate access to it. The person beneficiary of the benefit must be the owner or, where appropriate, the tenant of the residence, which must be the one in habitual use of the person receiving the aid. It includes concepts such as payment of the rent, payment of the mortgage, payment of housing taxes, urgent and/or temporary accommodation, deposit, appliances or basic furniture, etc. In relation to the payment of the rent, preferably payment will be made directly to the landlord. The months considered necessary by the reference professional will be paid, taking into account the personal circumstance of the user. Extraordinary actions This type of aid will be processed whenever circumstances of serious or urgent social need occur and that are considered of interest for the care of people and/or family units with a significant problem or in which a socio-family intervention is being carried out, including all recreational, sports, school supplies and other expenses aimed at guaranteeing the well-being of the person or cohabitation unit. The application of this modality must be justified by a technical report and approved by the corresponding committee.Basic needsThis type of benefit consists of an economic contribution to meet the basic subsistence needs that cannot be covered by one's own means. The purchase of alcohol and tobacco will not be admitted. If assessed, the financial amount may be computed in kind. In this case, the aid received will be justified with a declaration of having received the food from the user and the purchase receipt will be added to the file by the person in charge of purchasing the food.
