Official description of the call
1. Purpose The purpose of this call is to publicize the subsidies, on a non-competitive basis, to commercial establishments in Tolosa, to promote the Basque language landscape. 2. Credit and budget item to which the subsidy is attributed The total amount of the subsidies to be granted in this call will be 4,000.00 euros charged to the following item of the General Budgets of the Tolosa City Council: 0900.481.02.335.10 (2026). If necessary, and as long as there is surplus funding in the 2026 call for subsidies to promote the use of Basque in the workplace, an additional amount of up to 5,000 euros may be approved. The use of the aforementioned additional credit will not require the republication of the call. 3. Requirements that beneficiary persons or entities must meet and how to accredit them In accordance with the provisions of article 4 of the bases published in this call. 4. Submission deadline The deadline for submitting applications will be until October 31, 2026. 5. Documentation to accompany the application It will be as provided in article 9 of the general bases that are published together with this call. 6. Criteria to determine the individualized amount of the subsidy In accordance with the provisions of article 12 of the bases published in this call. 7. Project execution period The actions subject to subsidy will be carried out between October 1, 2025 and October 31, 2026. 8. Competent bodies for the organization, instruction and resolution of the procedure The instruction of the procedure will be promoted by the Basque Language and Education Area. This area is responsible for evaluating the requests through the issuance of the corresponding technical report. The concession proposal will be submitted to the Valuation Commission to issue its corresponding report. Said Assessment Commission will be composed of the following members, guaranteeing a balanced presence of women and men in its composition, unless otherwise justified: The auditor or the technician. The technician of the area. The councilor of the area. A TAG from the Secretariat Area. The investigating body, in view of the file and the report of the collegiate body, will formulate the proposal for a provisional resolution, duly motivated, which must be notified to the interested parties in the manner established by the call, and a period of 10 days will be granted to present allegations, counting from the day following receipt of the notification. Subsequently, it will be sent to the Mayor's Office so that it, or the person to whom it delegates, can issue the final resolution. 9. Publication and resolution period The maximum period to resolve and publish the final resolution is six months, counting from the end of the period for submitting applications. 10. Notification of the resolution The resolution, both provisional and final, will be published on the municipal website and on the Town Hall notice board, for notification purposes. 11. Resource regime This resolution is final and puts an end to the administrative procedure. The following appeals may be filed against it: Prior to the start of the judicial process, the interested person may file an appeal for reconsideration before the Mayor's Office, within a period of one month counted from the day following receipt of this notification. All of this, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. However, instead of the appeal for reconsideration, or in the case of filing against the resolution of the appeal, you may directly file a contentious-administrative appeal within a period of two months from the day following receipt of this notification. The appeal will be presented before the Contentious-Administrative Court of San Sebastián. Likewise, if there is no express resolution, both to end the procedure and to respond to the appeal for reconsideration, the interested party may file a contentious-administrative appeal at any time. Said appeal must be filed before the Contentious-Administrative Court of San Sebastián.
