PREAMBLE On December 21, 2023, the Strategic Subsidy Plan of the Eskoriatza City Council 2024-2027 was approved. This Plan includes the different strategic lines, the first being the so-called “cultural dynamization”. Action G of this line are subsidies for the organization of parties in neighborhoods and churches in the town, and its objective is to financially help in the organization of parties that take place during the year in Eskoriatza. 1. OBJECT. The purpose of these rules is to regulate the granting of subsidies for the organization, celebration and dissemination of popular festivals in the neighborhoods and churches of Eskoriatza, under a competitive competition regime, for the year 2026. 2.- ECONOMIC ALLOCATION The budget allocation for the year 2026 to co-finance the festivals in the neighborhoods and churches is 3,000 euros and the corresponding budget item included in the municipal budget is 0400.481.338.10.01 If the amount is increased through the corresponding credit modification, a new authorization of the expense attributable to this call may be made. 3.- COMPETENT ORGAN. The competent body for the approval of these bases is the mayor (in accordance with the provisions of article 22.2 e) of Law 7/1985, of April 2, regulating the Bases of Local Regime). 4. ADMINISTRATIVE UNIT IN CHARGE OF PROCESSING APPLICATIONS. Applications will be processed by the Culture administrative unit. 5. – APPLICABLE REGULATIONS. The granting of this aid and the legal relationship between the beneficiary and the granting entity will be governed by these bases and other regulations in force at the time of its granting. In everything not provided for in these rules, the following will apply: General Ordinance regulating the subsidy regime of the Eskoriatza City Council (BOG nº85, of May 10, 2021) Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Law 38/2003, of November 17, General Subsidies (Official State Gazette 18-11/2003) and the General Regulation of subsidies approved by Royal Decree 887/2006 of July 21. 6. BENEFICIARY/AS. The subsidies object of this call may be requested by any natural or legal person who, in addition to meeting the requirements established in article 8 of the General Ordinance regulating the subsidy granting regime of the Eskoriatza City Council, plans to organize parties in a neighborhood or church of Eskoriatza and meets the following requirements: 6.1.- Associations or entities a) That the corporate headquarters is located in Eskoriatza, carrying out, as a priority, the exercise of its activity there. municipality. b) They can document that they are up to date with their tax and Social Security obligations as of the date of the subsidy application. 6.2.- Groups of natural persons: They must be of legal age and be registered in Eskoriatza. In the case of groups of neighbors, it will be necessary to indicate the first name, surname and ID of the responsible persons. They must expressly state, both in the application and in the resolution of the concession, the execution commitments assumed by each member of the group or collective, as well as the amount of the subsidy to be applied by each of them, who will also be considered beneficiaries. 7.- APPLICATIONS AND DEADLINES. Applications, along with the corresponding documentation, may be submitted in person or electronically, signed and according to a standardized model. In the case of associations, they must be submitted electronically, 24 hours a day, 7 days a week, on the Citizen Portal. In the case of natural persons, they can be done in person from 9:00 a.m. to 2:30 p.m., Monday to Friday, at the General Registry of the City Council (H@ZI). The deadline for submitting applications will be ONE MONTH from the day following the publication of the announcement of the call in the Official Gazette of Gipuzkoa.
